PA Strategies Description: Centers and Corridors - 199th Street is recognized as the southernmost east-west corridor in Johnson County connecting major centers of activity from US 69 to US 169, and west of I-35 including the BNSF Intermodal hub. The project will extend existing 199th Street improvements easterly to Renner Road. Prioritize Investments - The project prioritizes several of the strategies including but not limited to movement of people, goods, and services, increasing mobility for all users, coordinating transportation infrastructure and services with local land uses, and fostering safe travel.
PA Complete Streets Description: The project will include roadway bicycle elements with paved shoulders, similar to the 199th improvements west of Ridgeview Road. This segment of 199th Street is included in the MARC regional plan as a planned regional bike route.
PA Safety: Section 4 - The existing roadway has hazardous roadside elements including steep ditch slopes, drainage structures, and other roadside obstacles that will be mitigated. Section 6 - The project will increase safety for teachers, patrons, and students of nearby schools including the adjacent Spring Hill High School. Additionally, the large amounts of truck traffic, inlcluding trucks from the inter modal facility, will be accommodated more safely, while providing safe opportunities for bicyclists.
PA Air Quality: The project is aligned with Action Area 1: Transportation Connectivity, as it improves multi-modal linkages of public transportation networks with a stronger emphasis on bike corridor installation and closing the gaps between unconnected transportation networks. This project provides for vehicular, truck, and bicycle means of transportation. It also helps to close the freight gap of unimproved 199th Street between Ridgeview Road and US 69 Hwy.
PA Conservation: The potential use of low impact restoration and tree preservation/plantings has been added to the scope.
PA Environment: The project will improve inadequate storm drainage at two crossing points, reducing roadway flooding and improving the safety of motorists and bicyclists on 199th Street.

Trucks, from US 69 to US 169 and beyond, will be carried on an improved roadway instead of an open ditch 2 lane road with no shoulders and substandard roadside hazards. The road will also significantly increase safety for several nearby schools and local drivers.The wide shoulders will extend the existing system west of Ridgevie.

Much needed for traffic flow and the amount of large trucks and small bicycles that travel on 199th. Crossing 199th at ridgeview is near impossible during congested times. New school district facilites being built currently on 199th as well.

This improvement is needed. Heavy truck traffic is increasing on 199th and bicycle traffic is heavy during nice weather. The combination is not a good one on this narrow road. With the expanding school campus, we can only expect further increases traffic.

Additionally as traffic increases due to the future middle school off 199th and Ridgeview and the Large truck traffic from the intermodal in Edgerton, we need this done now before it becomes reactive instead of proactive.

Just moved to SH and from my observations the city is at the precipace of becoming a bedroom community for the KC metro. Olathe is moving South, Gardner is moving East and people will learn that SH is ready to boom. Further we see dozens of bikers on unimproved roads without bike lanes or shoulders and traffic is beginning to stress current infrastructure. Without improvements now we will be in a continual catchup mode and challenged for services and retail/commercial investments.

This is a much needed improvement to keep all the families and bicyclists safe in this area. The high school already causes massive, unsafe congestion. The new middle school and admin buildings will add to this.

We need to have this done to improve the safety of 199th street. The number of bicyclists that use this road at all times of the day, especially during high traffic times, reinforces the need to have a widened road with bike lane. There have been numerous times in my short time living off this road where I have nearly been hit by a car passing a bike when they shouldn’t have. We need this done and now!

Rush hour or commute traffic is quite busy along the stretch of road heading towards schools, Spring Hill, And Olathe. The steep roadway drop offs and short or non-existent turn lanes make for hazardous conditions in good weather, especially with the volume of young drivers near the high school. I think this would be a fabulous enhancement from a safety and high traffic use perspective.

This stretch of the road is beginning to be unsafe with the continued development along this road, including the new school buildings. 199th street is in desperate need of improvements.  Traffic will only increase due to the future middle school off 199th, large trucks and increased bicyclists.

Please please please approve this plan! I can not stress enough the danger of this intersection due to two schools and numerous surrounding neighborhoods that continue to grow. I personally have been in an accident in the area of 199th of Ridgeview as the sun with morning flood of cars (including high school drivers) makes this area congested and dangerous.

You should actually make Ridgeview between 199th and 191st 4 lanes since the traffic from the Elementary school and the high school always bottle necks right there.

We are trapped by this single lane road currently. Not only can we not finish sidewalks to the high school until the road is in place, but forget about turning East on 199th during a school morning. We desperately need more lanes and even a traffic circle or some form of traffic control. Thanks!

Please approve this project! This is a major intersection when school is in session, and this currently puts young drivers in a very dangerous situation. This street is also home to many large trucks and bicyclists year round. This is very much needed for safety in this area!

With this proposal the safety to all motorized and bicycle traffic is essential. I would also like to see a traffic light at 199th and Ridgeview. This intersection is so dangerous to all traffic. I am difficulty with entrance to Norton Street and 199th Street, the west bound turn lane onto Norton is so short that I have been almost rear ended multiple times. Also trying to enter from the going east bound, I have on multiple occasions, have had to swerve to miss being hit head-on.

We need your help! Please approve this project! We are a fast paced growing community and see no end to our growth in the near future. This area is heavy with school traffic with an elementary school and high school and soon to e middle school. We also have district department building and board office buildings be built. Many housing developments in the area. Heavy truck traffic from the Edgerton intermodal and warehouse growth. Several businesses want to come to Spring Hill but we need road improvements please help us with a YES vote.

The heavy elementary, high school and truck traffic from inter modal makes this section of road hazardous. Shoulders, turn lanes or a round about at the intersection 199th and Ridgeview would drastically improve the safety for everyone using this road.

I’m mainly reinforcing what has been stated in the comments already, but this proposal looks to improve on a section of road and numerous intersections which pose a daily hazard to those who currently use it. For our region, this is a high traffic roadway for both motorists and bicyclists, and projections of new area construction (both residential and commercial) only look to degrade the possibility of safe travel use. The road is currently not wide enough for two vehicles and a cyclist/pedestrian which I view as a life safety concern especially considering the high-volume of inexperienced drivers for the adjoining high school. With a steep ditch located 6-12” off the road surface, there is little margin for error, and I’ve personally encountered a few vehicles stuck in the ditch as a result. Please consider this travel route for improvement for the safety of our community and the others who utilize it.

Spring Hill is growing rapidly. This stretch of road is currently narrow and not safe for the traffic it sees...cars, commercial trucks, bicycles. It is especially worrisome when there is heavy traffic due to the high school classes or other activities and many young drivers.

I would love to see this improvement, as it is a very dangerous road with the high school traffic. It is very difficult to navigate when trying to turn left headed south off of Ridgeview onto 199th. There are many bicyclists in this area, as well with very narrow roads. My high school age children are also unable to walk to school from the Prairie Ridge neighborhood behind the high school, due to the narrow roads and unsafe walking conditions.

I would like the 199th Street Ridgeview/Renner Road project to take priority. I have been driving this intersection north on Ridgeview across 199th to/from work for the past 5+ years. The traffic has significantly increased with our community. When school is in session, this intersection is a dangerous concoction of school buses, inexperienced young teen drivers, large trucks, cars, cyclists, and the occasional pedestrian. I have witnessed too many near accidents as well as a couple actual crashes. Its only worse when you add rain, snow or ice. Turning left or going straight is a nightmare!! Lets not wait for an fatality before taking care of this intersection and make it safe to navigate. Thanks!

This is too small a project to have any real impact on the traffic on this street. All of 199th needs to be redone this section alone provides very little improvement on the road 199th over all.

In the 10 years I have lived in spring hill, Ive seen numerous traffic accidents in this road segment. These are due to increased use by teachers, students, and semis. This improvement would help all residents of spring hill to be safer travelling on this road segment.

Well its a start but we really need to get all of Ridgeview Rd. done first since theyre will be 3 schools abutting up to Ridgeview once they finish the new middle school.The traffic on Ridgeview gets bad when school is in and we need bike lanes so the cyclist arent such a hazard to traffic on Ridgeview.

This would be a great improvement to 199th. Increased traffic growth over the past 11 yrs in this area has made 199th & Ridgeview dangerous and a roundabout would be very helpful with the flow of traffic and make 199th and Rigeview safe.

This stretch of road concerned me even before I had high school drivers, but having students driving to and from the high school there made me all the more aware of the level of congestion that occurs before and after school as well as during school events. So much traffic, a high percentage of younger and inexperienced drivers, along with the addition of a new school and businesses necessitate improvements to increase safety for drivers, cyclists and pedestrians, and also to facilitate accessibility that is congruent with the amount and flow of traffic through this area. Though my kids have graduated and no longer travel this road daily, we owe it to the students, teachers, businesses, local residents and community at large to advocate for every measure possible to ensure safe and reasonable access to the road and adjacent facilities.
