Transportation Operations and Management |
PA CMT Description:
|
Access Management - Roundabout intersections, an intersection modification that does not use traffic signal or stop sign controls provides continuous movement via entrance and exit lanes to/from a typically circular distribution roadway. Greater capacity than traditional 3 or 4-way intersection in many situations. Fewer crashes over time. Lower air pollutant emissions due to fewer stopped vehicles.
Active Transportation - This project will fill in a gap for pedestrian and bicycle facilities. Residents will have the options for walking and biking.
Highway Strategies - the roundabout will reduce congestion, increase traffic flow and improve safety.
|
PA SOV Capacity:
|
This intersection is on the edge of the City. With the existing and pending development, additional traffic (vehicular, bike, and pedestrian) will travel through this area. A roundabout will provide adequate level of service as traffic flows increases.

G5 Purpose and need:
|
This project will construct a roundabout at the intersection of 167th Street and Ridgeview Road. The intersection is currently a 2-way stop controlled intersection. The project will also include a sidewalk connection on 167th Street as well as accommodations for future bike lanes on both 167th Street and Ridgeview Road. This area of Olathe is growing and developing. Multiple residential developments on all four corners of this intersection are currently being constructed. There are 3 schools within 3/4 of a mile of this intersection, 1 Jr High School and 2 Elementary Schools. This project will provide sidewalk connectivity from the new neighborhoods coming in to these schools. The project is needed to accommodated this added vehicle and pedestrian traffic generated from these new residential developments. The roundabout option saves operational costs for traffic signals and provides pedestrian islands for the students to safely cross a busy arterial, Ridgeview Road.

G16 Transportation Disadvantaged Population:
|
This project will create, not only a safer intersection for pedestrians, it will also construct a missing link of sidewalk along 167th Street, crossing Ridgeview. With elementary schools on both sides of the intersection and a middle school just east of the intersection, this will provide a safe, walkable route for all the transportation disadvantaged population in the area.
|
G17 Relevant Public Engagement:
|
There is an opportunity for public comment on the CIP during the approvals process. This project is in the design stage, but specific public involvement has not yet started. However, there will be opportunities for public involvement (via public meetings) during preliminary and final design and the land acquisition phase.
|
G18 Planned Public Engagement:
|
Public meetings will be held (in areas in close proximity to the project) for public engagement in input during the preliminary and final design stages of the project. Post cards will be mailed out that include staff contact information. Transportation disadvantaged populations have the opportunity to contact staff directly and meet one-on-one if the option for them to attend the public meeting(s) does not exist.

Yes
High-Intensity and More_Walkable Centers
There are identified activity centers on both the east and west side of Ridgeview along 167th Street within a half a mile of the project limits. This project will create a walkable connection between, not only the two activity centers, but also from the surrounding neighborhoods to each center.

G23 Reduces greenhouse gas emissions?
|
Yes
This project will replace an existing 2-way stop controlled intersection with a roundabout. This will create less delay/idle time and a reduction in emissions. The project will also provide pedestrian access, giving travels an option for other forms of transportation.

Thinking towards the future this project needs to happen within the next few years as development around the intersection continues to increase a population of families that need to cross Ridgeview. Currently the tree line on Ridgeview prohibits a clear view of oncoming traffic coming from the south. In addition it would be nice to have sidewalks that go all the way to Ridgeview. Ive had to dodge walking people along that stretch of road from time to time.

Out of the projects listed, this would make the bottom two on the list.

This project would greatly improve the safety of this area. Currently there are no sidewalks to connect busy streets and walkers, runners and bikers are forced into unsafe areas. In addition the tree line south of the intersection forces drivers to take a blind turn onto Ridgeview

This project would greatly improve safety and connectivity. This area has seen a large increase in traffic due to the number of homes currently being built in this area. There are some site distance issues given the existing tree line to the south. The intersection is poorly/not lit with street lighting. Existing street lighting is along 167th Street east & west of the intersection approximately 270 ft from intersection. This project could also provide a connection from neighborhoods West of Ridgeview and connect them to the Spring Hill elementary and middle schools east of Ridgeview. It could also provide a connection to the existing 10 hike/bike trail that stops just south of 164th Street. Finally, Ridgeview sees a lot of bike traffic with bikers trying to get south to 179th Street. Any improvements along these corridors would provide greater safety to bikers.

I look forward to the completion of this project. Hopefully sooner than later. This would increase the ability to run and walk safely along 167th and onto Ridgeview. There is also a traffic concern when crossing Ridgeview that would be eliminated.

Isn’t there enough construction going on right now? Slow down, and wait!
I have anxiety issues and all this construction in areas where I have to be/go has got me as anxious already as a cat on a hot tin roof. Seriously all this construction is making me very anxious.

Yes, this area is becoming more congested with placement of a new middle school and many new homes. For the safety of our children and community this should be towards top of the list.

Currently a blind intersection. Traffic control and sidewalks needed for safety.

This is a dangerous intersection. It needs to be widened and trees taken out at a minimum. There is also a church planned there. Can’t imagine the traffic when that construction starts and it’s finished

Yes! This intersection is so unsafe when turning onto Ridgeview. Also as an avid walker it’s dangerous to cross the street.

Looking forward to having safe road intersection for pedestrians, cyclists and motorists. The inclusion of the connected sidewalks is the selling point for me.

This is a blind intersection! Entering cars could not see cars coming from other sides. It is a big safety issue and will cost lives if not taken care of.

This would be great to improve the safety of this intersection. As others have said, this is a blind intersection where it is difficult to see oncoming vehicles.
