Coordination with MoDOT will be essential in the development of significant intersection improvements at the Missouri Route 1 & 72nd Street intersection. There is the possibility of accessing MoDOT Cost Share funds for this part of the project.

PA Strategies Description: Improves connectivity to centers and corridors at M-1, N Oak, and N Broadway. Supports "sustainable" redevelopment due to its proximity to downtown Gladstone including mixed-use. Completes a gap in the sidewalk system. Improves traffic flow and reduces congestion with traffic signal coordination. Incorporates and expands OGL and MoDOT signal coordination. Serves existing transit including KCATA 237. Located within KCATA 299 Flex Service Boundaries. Connects to N Oak which is being evaluated for BRT. City is working with area businesses to develop a CID/TID in the area of 72nd and M-1 to provide additional construction and maintenance funding. City plans to install a remote pavement temperature monitoring station for winter operations to reduce salt usage. At least one new PTZ camera will be installed along the corridor to monitor traffic flow. Project serves single family, multi-family, and commercial across various demographics. Directly serves environmental justice tracts. Supports some limited freight movement. Supports 2050 Proj# 1289 Electric Vehicle Cost Share Program. There is the possibility of accessing MoDOT Cost Share funds at M-1.
PA Complete Streets Description: There is no continuous sidewalk on the south side. Project will include new in-fill sidewalks, ADA upgrades, turn lanes, and coordinated traffic signals. New transit accommodations are being evaluated at N Oak including bike storage. Stormwater BMPs will be installed where feasible.
PA Safety: There are no protected left turn lanes at N. Woodland and N. Troost and additional capacity is needed at M-1. Project will add new left turn lanes at these locations. Potential for a road diet will be evaluated to reduce project costs and incorporate bike lanes. Eliminates a barrier to the sidewalk system by the installation of a new pedestrian signal at N. Troost where one currently does not exist. New pavement markings and signage will be installed. 2 radar activated speed signs will be installed.
PA Air Quality: Completes a gap in the sidewalk system. Reduces travel times and congestion with the addition of new turn lanes. New signals will be coordinated with OGL on N. Oak and MoDOT on M-1. Improves access to multiple electric vehicle charging stations in downtown. Improves access to transit services. Increases transportation alternative options to SOV travel.
PA Conservation: The area is fully developed with significant tree canopy. Project will preserve the existing landscaping to the greatest extent possible. The project is located within the Old Maids Creek and Rock Creek Watersheds. Extensive regional improvements have been constructed along these watersheds including 3 regional detention basins along Rock Creek including the BMP area Rock Creek Meadows and 1 regional detention basin and BMP area along Old Maids Creek.
PA Environment: As a Tree City USA for 19 consecutive years, the alignment has a significant tree canopy. Additional trees and landscaping will be installed where feasible. All new sidewalks will be constructed of light colored concrete. City proposes the use of 100-foot test section of rubberized sidewalk along the corridor. The City will also commit to a test strip of asphalt street bond coating and the installation of a 2nd pavement temperature monitoring station to measure long-term temps.

PA CMT Description: Existing traffic signals at 72nd/Troost and 72nd/Woodland are single phase only allowing only one direction of travel at a time. Improvements will provide protected left turns and traffic signal coordination to reduce congestion. Additional transit amenities are being evaluated at N Oak to provide additional non-vehicular travel options. In-fill sidewalks and ADA improvements will improve access for all system users.
PA SOV Capacity: Project includes only new turn lanes to improve traffic flow. There is the opportunity to partner with MoDOT for the improvements at the M-1 & 72nd Street intersection. Geometric and technology improvements will provide a reduction in the congestion at this location.

G16 Transportation Disadvantaged Population: 72nd Street is a major east/west and is entirely Census Tract 211.01, Clay County, Missouri. The corridor carries a large amount of pedestrian traffic. Furthermore, significant congestion is experienced due to the operation of existing signals and intersections along the corridor resulting in additional cost and travel time for all users.

NE/NW 72nd St needs these improvements. First off, there are currently gaps (maily on the south side of the street) where sidewalks dont exist, making this road inconvenient for bikes and pedestrians. Second off, traveling by car on this road is terrible during the peak hours. The lane configurations need to be fixed for the N Troost, N Euclid/N Woodland, QuikTrip entrance, and the MO-1 intersections.
