G5 Purpose and need:
|
The City of Bonner Springs committed to providing its community members with what they have stated as the greatest needs. Quality of Life was the first priority. The breakdown of what enhances quality of life was determined to be: Sidewalks - Walkability - Parks; Multi-modal transportation; Safety of neighborhoods; and Sustainability. The Tiblow Transit Multi-modal Hub addresses each of those criteria by increasing safety with sidewalks for connectivity and walkability. The Hub allows for a resting places for cyclists and others waiting for transit. The new Police Station is the next building over. By reducing emissions through encouraging Park and Ride and carpooling, sustainability practices flourish. To complete the multi-modal request, the hub will provide a safe and centralized drop-off and pick-up location for Uber/Lyft drivers.

The proposed hub is centralized to meet the needs of nearby disadvantage persons. Several neighboring housing options include low-income elderly housing, and the Public Housing Authority. The hub is located near City Hall, the Post Office, Vaughn-Trent Community Services which is a social services organization for the disadvantaged population of Bonner Springs and Edwardsville, and faith-based organizations that offer a variety of supporting services.

G17 Relevant Public Engagement:
|
Beginning with the comprehensive planning level, the citizens engaged in the "Issues Identification" process, which turned the Focus Sessions into a structured idea-sharing process. Next, through the Strategic Plan, residents ranked the most important community issues. A major issue was the need for a quality transportation network system that promotes safe, efficient and convenient travel throughout the city to aid in long-term economic development opportunities and quality of life for citizens residing in Bonner Springs. To improve the transportation network, several goals were identified including improvements to bicycle and pedestrian routes, improvements and connections to trails, and improvements to the Tiblow Transit network.

G18 Planned Public Engagement:

The City will build on the public input during the 2021 Comprehensive Plan update process by providing citizens with current information on what Bonner Springs is doing and encouraging participation in planning for the future. Outreach techniques to gain public engagement during this process includes postcard mailings, newsletters, flyers, the Citys website, social media pages, and electronic message boards. Opportunities for public engagement will include surveys, open houses, and public meetings.

Access to healthy foods will be improved through transportation opportunities to and from downtown with the Farmers Market and Vaughn-Trent Community Services as well as to grocery stores in further reaches of the City. A transit hub encourages Active Transportation/Living through bicycle and pedestrian connections. The transit hub encourages and supports the Age in Place initiative by providing transit opportunities to those unable to drive. The hub will incorporate complete street design standards for a pedestrian and bicycle-oriented public realm, and energy efficient building strategies to improve sustainability. With the hub planned in the suburban downtown near the City Hall, post office, parks, Farmers Market, and shopping district, the plan encourages retail relationships, a strong suburban downtown, and compact walkable centers.

This project implements a mobility hub identified in the Tri-City Multimodal Redevelopment Plan for this area. A mobility hub also meets the following related goals: access to opportunity, economic vitality, healthy environment, public health and safety, and transportation choices. The Transit Hub will create a vibrant, connected, green place for an enduring, resilient and adaptable sustainable place to provide residents with a high quality of life without harming our ability to do the same for future generations. The facility will stand the test of time and will be as attractive 50 years today and into the future.

The transit hub will enhance the centers vibrancy by providing a variety of transportation connectivity to jobs, housing, services, and recreation opportunities. The transit hub also encourages a healthy environment by promoting walkability and bicycling opportunities through a complete streets design and trail connections as well as access to fresh foods through the nearby Farmers Market and Vaughn-Trent Community Services, and connections to grocery stores.

Yes
One of the greatest sources of greenhouse gas emissions are transportation-related. The multi-modal hub is designed to reduce the use of single passenger vehicles and pickup trucks by focusing on the increased use of the Citys Tiblow Transit for individuals traveling to the same or nearby businesses. Also, dedicated parking for Park and Ride to encourage carpooling or utilizing ride-share programs to ensure the passenger vehicles are occupied by more than the driver. The amenities for bicyclists and walkers will include shade, seating, a water fountain, and bicycle racks and lockers. The hub is designed to be helpful and appealing to non-drivers as a place of safe respite.

Site development will include planting of locally appropriate trees around the site and along adjacent streets. The use of tall shade trees will help to slow and infiltrate stormwater, and to create comfortable environments that are less reliant on energy consumption with the hub building.
Furthermore, the project will review strategic to accommodate alternative fuel hookups for public transportation vehicles as well as accommodating charging stations for EVs. These considerations will help to reduce our energy demand and reduce the negative environmental impacts of fossil fuels.

G25 Community Links at Watershaed Scale:
|
Planting of locally appropriate trees at and around the project site will positively affect storm-water for the area, which discharges into the Kansas River. Per the EPA, leaf canopies help reduce erosion caused by falling rain. They also provide surface area where rain water lands and evaporates. Roots take up water and help create conditions in the soil that promote infiltration.

The Bonner Springs Comprehensive Plan: Vision 2025 indicates the citizens desire for sustainable, walkable, and safe means of transportation. The Comprehensive Plan is scheduled for a significant update in 2021. The current Comprehensive Plan states the following as an objective for transportation: "Actively participate in MARC and KDOT transportation committees to seek State and Federal funding for high priority throughout the City.". The multi-modal hub can be a benchmark to provide examples of how the public participates and their hard work and time can come to fruition.
