PA Project description: Surfacing and geometric improvements to two of the six unpaved miles of County Route 30. Improvements to include 24-foot roadway with 3-foot paved shoulders for motorist recovery and safe travel for cyclists, vertical curve deficiencies, and drainage improvements. This is the first phase of roadway improvements to create the first paved, north-south corridor along the west side of the County. County Route 30 directly connects K-16 and K-92 and the communities of Tonganoxie and Easton.

PA Strategies Description: Efficient Movement: Once complete, this project will improve the rural county arterial (MARC Classified Major Collector) connecting the communities of Tonganoxie and Easton within western Leavenworth County. Phase 1 of the six mile improvement project will complete the hard-pave connection from K-16 through County Route 8 (Dempsey Rd), a paved, east-west county arterial that bisects nearly the entire county and connects the western communities to the Basehor, Lansing and Leavenworth. Safe Travel: Lane widening and addition of shoulders will allow for safe motorist recovery along the roadway and available space for cyclists to share the road with cars. System Efficiency: Existing gravel has reached traffic volumes that exceed typical gravel maintenance requirements. Passing the recommended 200 vpd threshold, the current demands of roadway require an asphalt surface. Weather Events: All storm structures are to be upgraded to handle a 50-year storm capacity Green Infrastructure: Outside of the city limits, unincorporated Leavenworth County a rural community. We wish to preserve and enhance the existing natural beauty of the rural landscape by utilizing native plants along the right-of-way upon the completion of the project.
PA Complete Streets Description: Given the rural nature of this routes, dedicated bicycle and pedestrian accommodations are not included. However, this project will provide paved shoulders thereby providing safer alternatives to both bicyclists and pedestrians with options outside of the travel lane.
PA Safety: Improvements to include 24-foot roadway with 3-foot paved shoulders, vertical curve deficiencies, and drainage improvements.
PA Air Quality: Does not include Clean Air Action Plan strategies, however the surfacing of the aggregate roadway will reduce foreign airborne bodies (dust), improving air quality.

G19.1 Describe PSP relationship: This project is the first phase of creating a connection between northern Leavenworth County and the communities south, including the City of Tonganoxie, Douglas County and Johnson County. Widening and shoulder addition will allow motor vehicles and bicyclist to both travel the county in a safer manner. Clear zone, outside of the paved shoulders, will be planted with native grasses to encourage natural habitats and water flow management.
