PA Strategies Description: The project is designed to serve 2 activity centers by improving a single corridor. The activity centers are the schools (high school & elementary school) and a mixed use development located at the intersection of Main St (Buckner-Tarsney Road) and Eagles Parkway. The Market at Old Towne contains multi-family residential, office, retail and resturant uses in a single complex. The project will also complete the sidewalks and extend the existing bike trails.

PA Safety: Project can help educate young drivers as the intersection of the High School is primarily younger and new drivers.

PA CMT Description: Providing improved intersections with turn lanes will reduce congestion during high traffic times, such as morning school arrivals, afternoon school departures and after hour school activities such as football and basketball games.

PA Pre-application Statement Text: Per staff comments additional trees have been added to provide shade for the proposed bicycle path. Very few trees were added to north side of the roadway as the north side is mostly residential and trees are currently near the proposed sidewalk location. However, a significant number of trees are planned for the south side of the roadway along the Commercial project and along the frontage of the 2 schools. Alternate types of pavement were not considered due to cost as most of the existing pavement will be incorporated into the finished project as a cost control measure. A round-about was not considered since the traffic issues are limited to the start of high school classes and student release. Traffic congestion is also an issue during evening sporting events. However, the City has turned the signal to a flashing signal during the summer to reduce wait times when congestion from the High School is not present. A round-about would require significant ROW and would add significant cost to the project. We have also added a trails map and Master Plan indicating connectivity in the area. Also included is a rendering showing the proposed sections of roadway including both the 3 lane and 2 lane to illiterate that no additional roadway capacity is being added. Also the City is willing to fund all up front costs including 100% of the engineering design costs to increase the Citys share per the committees comment. In addition, the City would begin design in 2022 to insure that project construction is ready by 2023 and 2024.

G5 Purpose and need: Project need is 3 fold: 1. Improve the High School entrance to reduce congestion and improve traffic flow during morning arrival to classes, afternoon departure and during evening sporting events. 2. Complete some bicycle path connectivity with the schools and adjacent neighborhoods. Provide pedestrian connectivity to the north of the roadway. 3. Improve drainage along the roadway while providing the water through a wide flat open drainage way through the High School and delivering improved flow to the Blue Branch Mitigation bank operated by the Habitat Missouri LLC. All of the drainage from the western part of the project will be delivered through this point. All drainage on the eastern part of the project goes through an existing forbay and retention pond.

Our city desperately needs to improve the flow and safety of this area. With teenage drivers, no left turning lane into the school, a lot of children walking to and from school, along with a fire station across the street, this can be a very dangerous intersection. Once the housing in the area is completed, things will only get more congested. These improvements would greatly benefit our community.

The proposed improvements would positively affect the safety of the elementary and high school students. It would also lower the frequency of traffic snarls that occur at peak times such as school arrivals, dismissals, athletic events or other school functions. I live very near and can say that it’s a problem. The new apartments being built nearby will only increase the flow of traffic. It would be wonderful to have these proactive changes made and would benefit all of the citizens of Grain Valley.

I think it would be very nice and a lot safer for there to be a sidewalk along Eagles Parkway from Sni-a-Bar to the High School. This is a very busy area and it would be great for it to connect by sidewalk for those that would like to go to the walking trail, the elementary, or the HS from the Sni-a-Bar Farms neighborhood.

my two sons are attending those schools and will do so for the next 7 years. We definitely need trail biking and also decongest the traffic in the mornings and afternoons. many cars are lying in a row on the main road, causing serious delays. also facilitate access to walk from our homes. thanks!

Please make this area safer for our children! I cringe every time drive this area because of how poorly it is is set up to handle the amount of traffic going in and out. It also has no sidewalks or extra room on the road for our kids to safely get to and from school. There are no turn lanes to help with congestion, nothing. Our one and only highschool feeds in and out of here, plus an elementary school. With all of our student drivers going in and out, plus all the parents, spectators, etc, it gets very congested and very dangerous! Please, please make this area safer for our children and community! Thank you for considering this project and for your time.

We live in the neighborhood right by the schools. This area would greatly benefit from infrastructure improvement. There are many times my children walk to school and have to cut through peoples yards because it is unsafe to walk along a road with no sidewalk.

We have had a child in high school 9 out of the last 10 years. Our town definitely needs these improvements as the city and school grow. We have witnessed the backed up traffic and traffic jams during school and during after school events. I am honestly surprised we dont have more accidents in this area. This would be very beneficial not only for improving traffic flow but also for the safety of these kids. Thank you for your consideration.

There are multiple safety concerns along this thoroughfare involving high-traffic teen drivers and students walking to school. Improvements to the roadway sidewalks and infrastructure would enhance the safety for all of our children on their way to and from school in this area. Add to that the fact that there is a fire station in the area. Improvements could be added to make it safer for their response as well safer for all in the area.

I believe that expanding the road and providing a sidewalk for the children to safely walk home is vital! Everyday the traffic when dropping my son off and picking him up is horrific. It backs up terribly into the street and usually goes down the road. I often see children walking to school on the west side of Eagles Dr. and it is extremely unsafe. These young children are walking in ditches and crossing streets on curves. I get worried every time I see a child walking this way, a sidewalk is needed desperately for safety of the children. I think these improvements are necessary and will make things safer for all.

During parent pick up, many teenage drivers are forced to cross the traffic of the parent pick up line. This creates long lines of cars waiting to cross through the intersection at SW Eagles Parkway and EE Kirby. The school’s administration and SROs do a great job of trying to help the flow of traffic, but better roads and infrastructure would make this a safer place to drive for the 2000 people that visit this intersection each day.

The infrastructure in place around the high school leaves a lot to be desired, especially for new, young drivers. Also, the current need for turn lanes and better traffic will only increase as the new apartments near the high school finish construction and are rented out. Our Old Towne Marketplace as a lot to offer residents, but it is surrounded by some of the worst roads and infrastructure, which is a shame.

The road needs to be improved by Grain Valley high school especially with the elementary school right beside it and the amount of traffic that comes in and out of that area. It is not safe for our kids.

Grain Valleys Eagles Parkway continues to become more and more and MORE busy each year as the student population grows. Moreover, Eagles Parkway has become a regular accessway for residents to reach Blue Springs southern side on a daily basis. The safety of our children and younger high school drivers would be positively impacted by improvements to this area.

This is a much needed improvement! I have kids that attend both the high school and the elementary school and can attest to the major traffic jams that occur in the mornings and afternoon on school days. This road is a major thoroughfare for drivers including, but NOT limited to those arriving at and/or departing from the schools. In addition to aiding the traffic congestion, this improvement would have significant positive impact for walkers, runners, and bikers. As a family, we routinely utilize the trail, but find it frustrating and a hindrance that we are unable to complete the loop due to lack of sidewalks. The missing sidewalk is a major safety concern as the only way to finish the loop requires pedestrians to walk/ bike/run on or very near a busy road. For the familys with homes near the schools it is very dangerous for these kids to walk home!
