PA Strategies Description: By improving this corridor and adding pedestrian and bicycle facilities, this project encompases most of the strategies within the category of prioritizing investments. These include coordinating transportation infrastructure and services with local land use, support the efficient movement of people, goods and services, increase mobility and accessibility for all users of the system, improve equity, foster safe travel, reduce pollutants. The project will also incorporate aspects of complete streets, air quality (by providing a safe space for alternate modes of transportation), emergency preparedness (by creating a safer mode of travel for emergency response teams), more mode choices, public transportation, safety, and system efficiency.
PA Complete Streets Description: The project will include sidewalks, sidepath, street lighting, street trees and bike lanes. None of which are currently available along the corridor today.
PA Safety: The project will include raised medians that provide access control, striped on-street bike lanes, possible right/left turn lanes at median breaks and intersections, four-lane roadway instead of the existing 2-lane, and street lighting.
PA Air Quality: The project will provide access and accommodations for multiple user types that are not currently available in the area. This includes bicycle and pedestrian.

PA CMT Description: Access Management - The proposed four-lane divided section will allow for limiting left turns, allowing left turn lanes at intersections. Also, curb and gutter as well as driveway access policies will restrict driveway and curb cuts. Active Transportation - The addition of sidewalk, sidepath, and bike lanes provide travel options for residents. Highway Strategies - the project will improve traffic flow, reduce congestion, and improve safety. Transportation Operation & Management – Communications Networks will be expanded by installing fiber optic cable the length of this project. This will increase capability for regional-level coordination of operations and traveler information.
PA SOV Capacity: Traffic analysis of this corridor shows that the 2019 ADT of 5,606 vpd to 16,560 vpd in 2025 and 26,233 vpd in 2040. The current roadway section is two-lane with a maximum capacity of 15,000 vpd. The traffic projections demonstrate the need for a four-lane section within the next 5 years. This projects rates out as one of the top needed project for Unincorporated JOCO. The City of Olathe Transportation Master Plan has this project listed as medium priority to be completed before 2025.

G5 Purpose and need: New development on the west side of Lackman Road and south of 175th Street is rapidly increasing traffic on Lackman Road between 159th ST and 167th Street. Traffic projections show that the maximum capacity of the existing two-lane roadway will be met prior to 2025. Johnson County and Olathe are convinced that additional traffic capacity as well as the needs of an active biking community need to be addressed. Also, linking residents west of Lackman Road to the amenities in Heritage Park in a safe manner is urgently needed.

The current roadway is a narrow two-lane road with no safety features. Johnson County has been upgrading these types of roads by completing safety features including shoulders, clearzones and the elimination of roadside obstacles. This project supports Johnson Countys goals of safer roadways. This project will also provide a major bike and pedestrian connection to Heritage Park.
G16 Transportation Disadvantaged Population: There will be no negative impacts to disadvantaged populations. Better Level of Service will only help all users of the roadway and trail system. Bike lanes, sidewalks and side paths will allow additional modes of traffic that are not present in the existing corridor along with multi modal access to Heritage Park.

I cant wait for this project to be completed! The ability to safely walk, run, or bike to Heritage Park would be extremely beneficial to the health of the Olathe and Johnson County community!!

Currently, there is no easy way to enter Heritage Park via foot or by bike if you live on the west side. The west side entrance is a two-lane road with no sidewalks or bike lane. In addition the traffic from the Heritage Soccer field along with the additional housing has increased the traffic on this stretch of road significantly in the last decade. No street lights make for poor visibility at night.

Please widen this road from 159th to 167th and lackman. This is a heavily traffic road from the Heritage Park and the Soccer complex. Timber Sage school is near by and this would help with the school traffic. As a cyclist I would love to ride to Heritage Park, but i stay away because of the narrow roads and high traffic.

This project is a definite must. The section of road is dangerous at night and dangerous during the day whenever there is heavy traffic or bicyclists on the roadway. Anyone who lives in the area and drives the road a few times a week will attest to the necessity to make improvements. The sidewalks will bring some much needed access to non-motor vehicles to Heritage Park.

This corridor along Lackman sees quite a bit of traffic. Some is traveling south to residential areas and others are accessing Heritage Park at the west entrance. Currently this entrance has poor site distance. The dog park, football games, soccer games, golf course all add traffic to this area. Current vertical design along this stretch of roadway is poor along with very little to no shoulder. Very unsafe for bicycles even though many use in effort to access heritage park. Improving this corridor would also provide better pedestrian and bike traffic for the neighborhoods & schools to the west of heritage park.

I support the need for this project as both a cyclist and a motorist as it is very dangerous area entering and exiting the Stonebridge Park subdivision.
