PA Project description: Removal and replacement of existing 95 ft long, 6-ton weight limit, RCSH with a 140 ft long RCSH on County Route 21 (231st Street), 0.7 miles directly south of Easton, over Dawson Creek. This bridge is located along a western corridor that Leavenworth intends to develop to complete a fully paved connection of K-192, the City of Easton, K-92, K-16, the City of Tonganoxie, US 24-40 and Johnson County. A reduced weight limit bridge, in poor condition, will impede the movements allowed along this route and reduce the intended connectivity.

PA Strategies Description: Efficiency: County Route 21 directly links the city of Easton to K-92 and County Route 30, creating direct links to K-16 and the city of Tonagnoxie. This is the western most corridor connecting Leavenworth County communities. Current conditions of this bridge limits efficient movement into the area from State highways and other Leavenworth County communities. Coordinate Infrastructure: Built in 1952, the current bridge has an 6 ton weight limit, located on County Route 21 (a MARC classified Major Collector) Replacement of this bridge will allow direct travel, rather than a 6.8 mile detour, into the area on the roads built for heavy traffic. Safety: Recent inspections have rated E-18 as poor condition, requiring replacement. Much of the surrounding area is agricultural with frequent heavy vehicle travel. Replacement of the bridge would allow safer travel for residents to neighboring communities as well as movement of agricultural equipment and goods along this major collector corridor. Additionally, the proposed bridge will include a widening of 8 ft, 4 ft shoulders on either side, to provide space for non-motorized users to cross over Dawson Creek. Emergency: In current condition, E-18 is rated below the allowable weight needed for most emergency vehicles. Easton Township Fire Station is 0.9 miles from E-18. The medical center, in Winchester, is 10.2 miles from E-18. If required, a detour around E-18 adds an additional 5-6 miles of travel, leaving hard surface and utilizing gravel roadways, delaying response times by 10 minutes each way. Green Infrastructure: County will plant native grasses along the right-of-way and creek bank to slow the flow of stormwater and provide filtration to the runoff before entering the creek system
PA Complete Streets Description: E-18 will be built to 32 foot wide, 8 feet wider than the existing bridge, to allow for additional space for bicycle and pedestrian safety, in the event that County Route 21 is ever widened. The County will plant native grasses along the right-of-way and creek bank to slow the flow of stormwater and provide filtration to the runoff before entering the creek system
PA Safety: Design includes updating the guardrail to current safety standards and the replacement will include 4 ft shoulders on either side. Guardrails will prevent motorists from dangerously leaving the roadway and/or driving down into the creek bank. The additional width will provide space for non-motorized users to safely cross over Dawson Creek outside of the travel way of motorized vehicles.

PA Pre-application Statement Text: E-18 is a bridge located in very rural Leavenworth County, the use of native grasses along the right of way and creek bank to restore the project limits to the natural state have been added to incorporate concerns for green infrastructure inclusion. Updating guardrails to current safety standards had not previously been mentioned in the pre-application.

G5 Purpose and need: Leavenworth County is in the process of planning/creating a corridor that connects communities and residents all along the western side of the County and into adjacent counties. This will create efficient movement and help connect residents to their jobs and communities as well as help goods and services get in and out of those communities. This bridge is located on that planned corridor. At a reduced width and reduced weight limit, the existing conditions limit the movements allowed and restrict the connectivity and growth that Leavenworth is striving for.

G19.1 Describe PSP relationship: E-18 is located along a western corridor that connects the City of Easton, the City of Tonganoxie, Kansas Highways 16, 92 and 192 as well as US 24-40. All roads current tly exist but several portions of the corridor need upgrading for efficient travel. Upgrading E-18 is the final link in the connection of the City of Easton to the rest of the western communities. The addition of 4 foot paved shoulders on the bridge provide safe passage for non-motorized users and will not need to be reconstruction if the County ever expands County Route 21 to a ‘Shared Road’ design. The use of native grasses will return the surrounding area to the natural habit, help slow the flow of stormwater and filter the runoff before ever entering the creek system.

Less-Intense and Less-Walkable Centers County Route 21 feeds directly into the southern side of the City of Easton. Available roadways for recreational cyclists to use is limited in the City of Easton and the surrounding area. Those headed south, out of Easton will use County Route 21 and bridge E-18 as it is the only paved road in this direction and it provides connection to other areas.
