PA Project description: This project will construct both bike/ped and operational improvements along Route 7 between I-70 and Route 40 in the economic heart of the city. It includes continuous sidewalks on Route 7 and a multi-use path under I-70 creating a link to existing bicycle accommodations and connecting to existing sidewalks north of I-70. These improvements include ADA upgrades and signal modifications to accommodate bicyclists and pedestrians. This project will also construct operational improvements including turn lanes at I-70 and Route 40 and access management strategies along Route 7. This project will also construct operational improvements including turn lanes at South Outer Road to accommodate the Blue Springs High School traffic.

PA Strategies Description: Highest-intensity and Most Walkable Centers The entire project corridor is a high-intensity activity center with a direct connection to the highest-intensity activity center at downtown Blue Springs. The sidewalk improvements support safe pedestrian mobility along the Highway 7 to access destinations within the activity centers. There are many businesses, public library, parks and existing and future transit stops along the corridor. It is important for nearby residents to have the ability to walk safely along the corridor, particularly those without vehicles, those who cannot operate vehicles, and those wishing to use alternative transportation options. The project has the potential to directly serve thousands of Blue Springs residents. System efficiency will be enhanced as a part of this project with the addition of turn-lanes at Route 40 and Route 7 and with the use of access management strategies along Route 7 including medians. This will increase system operations and decrease congestion.
PA Complete Streets Description: Highway 7 is a north-south principal arterial through the City of Blue Springs that connects multiple commercial areas and adjacent residential neighborhoods. The corridor currently accommodates vehicles, trucks, buses, and bicyclists. However, Highway 7 generally lacks pedestrian facilities, which limits an important transportation choice across and along the commercial corridor. The addition of a multi-use trail under I-70 will remove a major barrier for pedestrians and create a safer connection for bicyclists to existing bike/ped lanes on Route 7.
PA Safety: This project will contemplate various safety countermeasures related to the Regional Safety Blueprint. Specifically, strategies to reduce intersection related crashes, this includes signal modifications to accommodate non-motorized users which will reduce vehicle and pedestrian conflicts. Another engineering strategy will be to construct additional turn lanes which will reduce rear-end crashes.
PA Air Quality: This project will implement strategy #1 from the 2011 Clean Air Action Plan by promoting bike/ped options. It will also close gaps by adding a multi-use trail along Route 7 under I-70, which is part of the new transportation connectivity action area from the 2018 plan update.
PA Conservation: Linear grading will be utilized to improve drainage at the Route 7 and Route 40 intersection and at the I-70 and Route 7 interchange.
PA Environment: Route 7 has limited ROW that is under MoDOT control and, combined with the constraints of numerous underground and overhead utilities, restricts the ability to implement environmental enhancements to reduce urban heat islands. That said, this project is seen as a catalyst to promote redevelopment along the corridor. City code requires such redevelopments to add additional landscaping, including trees and potentially native plantings, that will in turn enhance the environment.

PA CMT Description: There will be several access management strategies implemented from the toolbox as a part of this project, this includes intersection modifications with the addition of right-turn lanes and restricting left-turn lanes. The addition of dedicated turn lanes at both the I-70 and Route 7 interchange and the Route 7 and Route 40 intersection will reduce queueing and allow the through-lanes to operate more efficiently. Also, the addition of a median strip on Route 7 between I-70 and Hearnes will address access management by restricting left turns.

G5 Purpose and need: The purpose of this project is to add sidewalks to this corridor and to improve bicycle connections on either side of I-70. Additionally this project will reduce congestion and improve safety along Route 7 at I-70 and Route 40 through the addition of turn lanes and signal modifications. Access management strategies will also be employed along Route 7 to improve traffic flow and reduce conflicts.

This section of Route 7 is included as an existing bicycle facility in the greater Kansas City bikeways plan and this project will construct a shared-use path under I-70 which will remove a barrier and create a safer connection between the two segments of the bicycle facilities along Route 7. The addition of sidewalks along Route 7 will also implements strategies from MARCs Regional Pedestrian Policy Plan.

G16 Transportation Disadvantaged Population: By providing much needed pedestrian accommodations, this project will positively impact all users in the community, including those that are transit-reliant by providing safe access to adjacent properties, as well as low-income, minority, older adults, disabled, etc.
G17 Relevant Public Engagement: This project was part of a Creating Sustainable Places project for the US 40 and Highway 7 Corridor. Additional public hearings associated with the CIP have been held describing this project. The general feedback has been supportive of adding these multimodal improvements on this busy corridor that lacks sidewalks today.
G18 Planned Public Engagement: A public meeting is anticipated prior to construction to inform the public regarding the necessary right-of-way, plans, construction activities and time frames. It is also MoDOT practice to reach-out to minority populations through targeted media like the Voice or Dos Mundos when applicable and to provide multi-lingual materials when significant ESL populations are identified within the project area.

G19.1 Describe PSP relationship: This project add sidewalks for the corridor, as well as bicycle connection under I-70, where none currently exists. These pedestrian facilities will provide greater and safer access for thousands of residents along this corridor to healthy foods, jobs, places of worship and other activity centers including downtown Blue Springs.

In 2013, the Highway 7 and US-40 intersection was included in the Creating Sustainable Places (CSP) 40 Highway Corridor and Focus Area Plan. The Plan highlights that the Highway 7 and US-40 intersection is intended to be a potential redevelopment area with pedestrian-scale features, mixed-use development, and an enhanced gateway to the city. This project supports the recommendation by providing sidewalk, ADA ramps, crosswalks, and traffic signal modifications to offer pedestrian scale features at any important activity center. The City has embraced many of the sustainable development criteria.
