G5 Purpose and need:
|
The need for this project is to provide an urban design for this narrow two lane section of roadway to city complete design criteria. The corridor is a narrow two lane section with narrow ditches and no shoulders. The new project design will include new sidewalks, bike facilities, improved vertical alignment, improved drainage, and new signal equipement to the intersection with Church Road. This will provide the final link along 104th Street between Cookingham and Church Roadway, which also serve as a corridor for travel to Liberty North High School from the west.

Ths corridor will provide pedestrian and bicycle access along the corridor, where none exist today. It will provide improved safety for school buses transporting students to school. It will also provide a safer driving experience for teenaged drives attending high school and other activities. Updated signing and signal equipment will better serve those with disabilities.

This project is a continuation of a corridor improvement that was started by Kansas City, Missouri, with the section to the west being completed in June of 2020. Public engagement will build off the past meetings with the existing neighborhoods along the corridor. It will also engage the Liberty School District and those attending Liberty North High School. The engagement will include in-person meetings at neighborhoods, and at the school. It will also be identified on social media and on the Citys website. Local paper communication could also be considered.

G19.1 Describe PSP relationship:
|
This project will provide pedestrian and bicycle access. The street will include street trees and BM drainage along the corridor. The corridor is being designed for complete street construction and completes a missing link with the sidewalk and bicycle facility connections. The design will include context, complete, and connected street network design criteria. City standards require future development to address tree preservation, and other aspects of sustainable places such as energy efficient buildings and sites and natural resources protection.

This project is a major feeder route to Liberty North High School. At a watershed scale, it is advantageous to increase green space, and to design projects to not impact resource conservation. The restoration plan for an area is also critical. This project can address the implementation of native plantings, trees and other water quality activities. Future development in the are is planned to follow city land use plans that address storm water setbacks, regional stormwater management and impacts to natural resources.
