PA Strategies Description: This will complete an improved roadway link to Liberty North High School and athletic facilities. The improved corridor and signalized intersection will provide technology infrastructure for the future. The prioritized investment is the shared cooperation between the City of LIberty, Kansas City, and the Shoal Creek TIF.
PA Complete Streets Description: This project will provide sidewalk and shared use trail along a corridor that doesnt facilitate any additional modes of travel other than automobiles. It will also provide a safer roadway for school buses transporting students to school and activities. The signalized intersection will also provide crosswalk and audible pedestrian signal notification equipment. The improved storm drainage system will be included as part of the project.
PA Safety: The roadway section will be adding street lighting and upgraded pavement markings for improved visibility, it will improve the roadway design for the all users especially young drivers. The roadway will have a wider right-of-way and street section and improved profile including better sight distance. The current roadway is narrow with a rural street section.
PA Air Quality: Promoting other modes such as walking and bicycling reduces fossil fuel emissions from vehicular traffic.
PA Conservation: There is currently an open ditch that is eroding along the corridor that will be improved through upgraded drainage design and construction implementation of the project. The design will incorporate stormwater BMPs such as native vegetation, bioswales, and other water quality items. The design will consider resiliency aspects.

PA CMT Description: Turn lanes will be added at the intersection of Church Road and on 104th Street along with upgraded signal equipment. Complete street design practices will be used as the design and construction criteria for the project. There will be a improved walking and bicycling facilities as part of the project, where none currently exist along 104th Street. Improved horizontal and vertical alignment improvements are planned for the corridor.

Part of the project is located in Kansas City, Missouri. The middle of the roadway is the City limit line for most of the corridor. There is potential TIF funding for part of the local match for part of the project.

G5 Purpose and need: The need for this project is to provide an urban design for this narrow two lane section of roadway to city complete design criteria. The corridor is a narrow two lane section with narrow ditches and no shoulders. The new project design will include new sidewalks, bike facilities, improved vertical alignment, improved drainage, and new signal equipement to the intersection with Church Road. This will provide the final link along 104th Street between Cookingham and Church Roadway, which also serve as a corridor for travel to Liberty North High School from the west.

G16 Transportation Disadvantaged Population: Ths corridor will provide pedestrian and bicycle access along the corridor, where none exist today. It will provide improved safety for school buses transporting students to school. It will also provide a safer driving experience for teenaged drives attending high school and other activities. Updated signing and signal equipment will better serve those with disabilities.
G17 Relevant Public Engagement: This project is a continuation of a corridor improvement that was started by Kansas City, Missouri, with the section to the west being completed in June of 2020. Public engagement will build off the past meetings with the existing neighborhoods along the corridor. It will also engage the Liberty School District and those attending Liberty North High School. The engagement will include in-person meetings at neighborhoods, and at the school. It will also be identified on social media and on the Citys website. Local paper communication could also be considered.

G19.1 Describe PSP relationship: This project will provide pedestrian and bicycle access. The street will include street trees and BM drainage along the corridor. The corridor is being designed for complete street construction and completes a missing link with the sidewalk and bicycle facility connections. The design will include context, complete, and connected street network design criteria. City standards require future development to address tree preservation, and other aspects of sustainable places such as energy efficient buildings and sites and natural resources protection.

Less-Intense and Less-Walkable Centers This project is a major feeder route to Liberty North High School. The project will provide a walk-able and bike friendly corridor for students and others attending the school, especially those without access to a car or bus transportation. It also provides improved safety for those who are driving to the school.

By providing a sidewalk and bike trail this project will encourage alternative modes of transportation other than automobile transportation.

The restoration plan for an area is also critical. This project can address the implementation of native plantings, trees and other water quality activities. Future development in the are is planned to follow city land use plans that address storm water setbacks, regional stormwater management and impacts to natural resources.

The completion of the 104th street project will greatly improve the safety of all the high schoolers, buses and residents that drive the narrow stretch of 104th to A highway on their way to Liberty North high school. 104th street from 291 to Liberty city limits has already been completed. And with a new housing addition going in on 104th this is a must need for the amount of traffic this area continues to see.

This road is currently very dangerous and this project would improve safety for the drivers and pedestrians in the area, especially during the school year as the road feeds Liberty North High School.

This would be amazing for the High School Students of Liberty North and the bicycle/pedestrians to be able to get to and from Liberty North. Would LOVE for all the trails in Liberty to eventually all make a connection so you can get to where you need to go by bicycle or walking. Along with they safety of the roads for young drivers - this would be a great addition!

The completion of this section of 104th Street is vital to the safety of those traveling on this section of roadway and would be a very wise use of funds. 104th is a critical corridor for travel to/from Liberty North High School, involving likely thousands of vehicles. Pedestrian travel along this section, which is frequent, is presently incredibly dangerous.

With the improvements Kansas City has done to their fully owned section of 104th St, the completion of 104th is critical. The remaining portion of roadway is split between Kansas City and Liberty by the center line. Kansas City continues to grow and add development on their portion of 104th St. This project would enable Liberty to improve the roadway and support the KC growth!

With the Liberty section of 104th St in such disrepair, I refuse to drive down it due to its current unsafe condition. As a new housing subdivision is being built on 104th St, it is vital that the Liberty section of 104th St is repaired for the safety of students, faculty and patrons of Liberty North High School. This area is highly hazardous and needs this money to improve it to the condition that Kansas City Missouri has already improved their portion of 104th.

The completion of the 104th Street project will greatly increase the safety of so many young drivers accessing this road to get to school. The KC side of the road was recently completed and then it just stops at the Liberty boundary - looks and feels incomplete. Also a new neighborhood is being developed on 104th which definitely will increase the traffic flow.

This road needs to be widened and improved due to the increased demand to use this road. It is highly traveled by high schoolers, buses and more families moving to the area. Not safe for pedestrians or cyclists. Weather conditions make it even more dangerous.
