PA Project description: Removal of existing 278.5ft SBMC Bridge and construction of 300-Foot PBMC Bridge. The existing bridge is located along a Major Collector Road, County Route 10 (McIntyre Road) over Stranger Creek and has a reduced load rating of 8 tons. As far back as 2011, inspections of this existing bridge have identified HP-19 as below poor condition and requiring replacement. An unanticipated bridge failure forced the reallocation of funds, meant for HP-19, to be utilized for another bridge replacement project. The new bridge will be able to sustain higher vehicle loads for system efficiency and include 4 foot shoulders for safety.

PA Strategies Description: Coordinate Infrastructure: Built in 1938, the current bridge has an 8 ton weight limit, located on County Route 10 (a MARC classified Major Collector) The northern detour has a weight limit of 10 tons. The southern detour has a weight limit of 14 tons. Replacement of this bridge will allow direct travel, rather than a 6.2 mile detour, into the area on the roads built for heavy traffic. Safety: The existing bridge does not have guardrail, only bridge rails. Proposed improvement includes the addition of over 440ft of guardrail to protect and prevent motorists from leaving the roadway and traveling down the creek bank. Emergency Preparedness: Current existing bridges within this area have weight limits below what is needed for emergency vehicles. With a more substantial bridge, emergency crews would be able to access homes and residents in a timelier manner, potentially saving lives and properties. Green Infrastructure/Stormwater: County will plant native grasses along the right-of-way and creek bank to slow the flow of stormwater and provide filtration to the runoff before entering the creek system Increase Mobility: Addition of 4ft shoulders on bridge, a widening of 8ft total, provides for safer means of travel outside of the roadway for all non-motorized users to cross over Stranger Creek.
PA Complete Streets Description: HP-19 will be built to 32 foot wide, 8 feet wider than the existing bridge, to allow for additional space for bicycle and pedestrian safety, in the event that County Route 10 is ever widened.
