PA Project description: N. Antioch Road was originally constructed as a state highway to rural standards with deep ditches and limited storm drainage. There are no bike/ped amenities which results in a gap in the bike/ped network. The reconstruction of N Antioch Road from NE 67th Terrace to NE 72nd Terrace will include new curb and gutter, sidewalks on both sides, bicycle lanes, and regional wayfinding signage. Phase 1 was completed in 2018.

PA Strategies Description: Gladstone has limited access to the regional highway/interstate system with the exception of M-1. NE Antioch Road/PVR Phase 1 was completed in 2018 and included improvements to PVR and NE Antioch Road from N. Indiana to NE 67th Terrace. Phase 2 will complete improvements from NE 67th Ter to NE 72nd Ter. Project improves connectivity to centers and corridors at Pleasant Valley Road/I-35/I-435, M-1/64th St, and M-1/72nd St. Completes a vital missing link in the regional bike/ped network including the MetroGreen system. Connects the Shoal Creek Trail, PVR Trail, Atkins-Johnson Farm Trail System, and Rock Creek Greenway Trail. Improves connectivity to KCATA Route 238 and within the boundaries of KCATA Flex Service. Project will include remote pavement temperature monitoring stations to assist with winter ice/snow removal operations and reduce salt usage. Serves all types of users and land uses- commercial, single family residential, multi-family residential. Supports the Citys the land-use in the comprehensive plan including mixed-use. Completes a missing link between several parks including Happy Rock Park, Atkins-Johnson Farm & Museum, and Hidden Hollow Park.
PA Complete Streets Description: Currently NE Antioch Road , from NE 67th Terrace to NE 72 Terrace is a two-lane, open ditch roadway with no accommodations for multimodal transportation. This project completes a gap in the sidewalk system, completes a gap in the Citys bike network and upgrades the entire cross section to an urban standard. Connects directly to the MetroGreen Trail System. Located within the KCATA metro flex service area and improves access to existing service on M-1. City will continue to engage KCATA regarding expanded service in the area.
PA Safety: The Project will include several strategies listed in the Regional Safety Blueprint. These strategies include: road reconstruction to eliminate the steep, open ditches along the roadway, bicycle lanes, improved signage and pavement markings, continuous LED street lighting (currently only at intersections), and two (2) radar activated speed limit signs to assist with speed enforcement.
PA Air Quality: This project specifcally addresses key strategies in the MARC Clean Air Action Plan. This project increases the length and connectivity of the regional bike/ped network. It promotes transit-friendly options for the corridor and it improves transportation technology by providing access to electric vehicle charging stations located in Happy Rock Park. Continuous LED street lighting will be installed.
PA Conservation: The project is located within the Shoal Creek watershed. Sustainable stormwater solutions will include bioswales, native plantings, and trees. An improved connection to the Shoal Creek Trail system will provide additional access to public green space within the watershed.
PA Environment: City will install a 100-feet test section of rubberized sidewalk within the project limits. Furthermore, as a Tree City USA for 19 consecutive years, new trees will be planted along the alignment and the existing tree canopy will remain undisturbed to the greatest extent possible. The City will also commit to a test strip of asphalt street bond coating and the installation of a 2nd pavement temperature monitoring station to measure the long-term temps.

PA CMT Description: Currently, N Antioch Road has no bicycle or pedestrian facilities. Therefore users of these modes must either walk or bike in the street causing delays and safety concerns for motorists and non-motorists. Constructing dedicated sidewalks and bike lanes will improve congestion in the corridor. As mentioned, the City plans to upgrade the roadway signage including radar activated speed limits signs and add lighting throughout the project.

G16 Transportation Disadvantaged Population: There are currently no bike/ped facilities on N. Antioch Road in this area. Project will complete a missing link in the sidewalk system and improve access to activity centers along M-1 and NE 72nd Street and recreational opportunities including direct access to the Shoal Creek Trail, Rock Creek Trail, Happy Rock Park, Atkins-Johnson Farm and Museum, and the Big Shoal Heritage Area. The project will provide direct access for single family and multi-family housing located along the roadway.

This section of N Antioch (between NE 67th and NE 72nd) is currently unsafe for all modes of transportation. Bicyclists and pedestrians have no facilities along this section, and cars have a tendency to slide off to the ditches during wet or snowy conditions. This project will allow a bike/ped connection between the Rock Creek Trail and the Shoal Creek Trail. This project will also allow cars to travel safely during all weather conditions.
