PA Strategies Description: Prioritize Investments - The investment in to this project will incorporate many of the strategies needed to make the resources stretch the furthest. We will incorporate the following: -Coordinate transportation infrastructure with local land uses. By building the bridge to span the BNSF railroad and Mill Creek, we are allowing the existing land use to be maintained, while providing access east and west along 119th Street. -Support the efficient movement of goods - making this connection on 119th Street will reduce travel time by eliminating the need to travel around Northgate and will eliminate the wait at the at-grade crossing on Woodland. -Increase mobility and accessibility for all users - by providing, not only vehicular movement over the creek and railroad, the project will also incorporate bicycle and pedestrian access. The remaining strategies: Improve equity, Foster safe travel, Reduce pollutants that are harmful to health, and Incorporate stormwater management best practices, are all met with this project. By creating this connection, the project also incorporates air quality, aspects of complete streets, assists with emergency preparedness, goods movements, public transportation, system efficiency, and safety.
PA Complete Streets Description: The City of Olathe has adopted a Complete Streets Policy. Green elements with this project will include landscaping opportunities with the medians and a connection to the Gary Haller Trail. This project will provide a complete connection on 119th Street between I-35 and K-7. This connection over the BNSF railroad and Mill Creek will accommodate transit, by allowing a more efficient and safe bus route, on-street bike lanes, sidewalks, street lighting, street trees and a multi-use path. By connecting to a trail system and accommodating pedestrians, the project also promotes good health. Sent in with the pre-application as an additional resource was a copy of the City Council ordination adopting the Complete Street Policy.
PA Safety: This project will incorporate the following safety measures that align and relate to the Regional Safety Blueprint: Medians, access control, traffic signal warrants and installation at proper major intersections, clear sight triangles, left and right turn lanes at the intersection/median breaks, preemption for emergency vehicles at signalized intersections, use of breakaway poles, meeting clear-zone requirements, traffic signals will accommodate pedestrian movements and on-street (striped) bike lanes.
PA Air Quality: The project will provide access and accommodations for multiple user types including transit, pedestrian and bicycle. This project will create a complete connection through Olathe from I-35 to K-7 Highway. By building a bridge over the BNSF and Mill Creek, the 119th connection will create a reduction in vehicle emissions for those that previously had to travel around and wait at the at-grade crossing at Woodland Road to continue on 119th Street. Any traffic signals installed will be connected to our ATMS network to reduce delay and wait times.
PA Conservation: This project will construct a bridge over the existing Mill Creek, leaving the channel in its existing condition.
PA Environment: Project will provide a shorter connection on 119th Street. This will provide a continuous connection between I-35 and K-7. The project will include medians that will be landscaped and (if possible) will include trees to provide a canopy and coverage.

PA CMT Description: Grade Separate Railroad Crossing - by constructing a bridge over the BNSF, travel delays will be reduced and car-train crashes will be eliminated. New Arterial - the extension will provide complete east/west connectivity from I-35 to K-7 Highway and may reduce volumes on adjacent corridors such as Santa Fe that is a big congestion source in Olathe. Access Management - turn lanes will be construct at major intersections. Active Transportation will be addressed by adding sidewalks and sidepaths. A connection will be made to a regional trail system (Gary Haller Trail). Increased non-motorized mode share. Reduce incidents. Transportation Operation & Management - Communications networks will be expanded by installing fiber optic cable the length of the project. Increase the capability for regional-level coordination of operations and traveler information.
PA SOV Capacity: The City of Olathe Transportation Master Plan has identified this project as a high priority project to be completed by 2025. The additional capacity/connectivity that this project will provide is necessary to improve e/w travel times in Olathe. Travel times are increased by the multiple at-grade crossings in Olathe and by providing a grade separated crossing along with a complete e/w connection from I-35 to K-7 will reduce travel time delays and a major congestion source in Olathe. The additional e/w capacity in needed in Olathe. The option to construction the 119th connection is more viable then the alternative to widen Harold to a 4-lane divided arterial. Using the City of Olathe Travel Demand Model, Olsson Associates determined that with this connection, Harold can be a 3-lane road instead of a 4-lane divided arterial even with projected development.

Living in this side of town, this project would be a huge help to many people who need to drive over to the main side of Olathe. We can be delayed by 10-15 minutes quite frequently by one of the many long trains that come through. I funny support this project.

West Olathe needs either 119th or Harold to be a passover to connect the west with the east. Cant tell how many times we wait for 5 minutes for a train to pass to only have a 2nd train start passing the 1st train. Sometimes we end up using college Blvd and end up supporting Overland Park businesses instead of Olathe.

This project would be so beneficial. The West and Northwest side of Olathe at points feels cutoff from the rest of the city because of this issue. I have been stuck at the woodland rr tracks sometimes for over 10 minutes. It really makes no sense why 119th doesnt go through at this point.

The northwest side of Olathe is a fast growing area and to have a bridge to connect 119th street would be a tremendous help to those of us trying to access the rest of the city. There are times where I have sat through 2 trains at Woodland and 119th intersection or Harold and the amount of backup that spills onto 119th is an accident waiting to happen. This is a project that is a long time coming and with the growth projected in this area would be beneficial to those making their home in northwest Olathe feel more connected to the rest of the city.

This would help immensely, we are almost in our own little world out here having to either drive south on woodland and then be stopped by sometimes multiple trains or drive on Harold which youre still going to get stopped by a train or drive way down to Spruce street to go under the train tracks which dont get me started on if a big vehicle ignores the signs and goes under the bridge and takes that route out of commission for a day.

There is very few options for residents in NW Olathe to have a concise trip to access the I-35 and all the business on the east side of the freeway. Also providing a driving option that isn’t constantly stopped by trains would be huge.

Living on the west side of Olathe (west of K-7), this is a very important and vital project that will finish a valuable east/west connection across not only Olathe, but Johnson County as a whole. Believe I can speak for most west Olathe residents when saying this project is at or near the top of wishes for road projects. Cutting out any at grade RR crossings is major safety benefit.

Ive lived in Olathe for over 20 years and have used all of these intersections. The 119th Street, Woodland to Northgate Project far and away makes the most sense! This has been sorely needed for a long time to help connect the two sides of our city divided by the BNSF railway. Right now we have to use the overcrowded underpass on Spruce Street or go all the way up to College Boulevard to avoid train delays. This project would provide a noticeable improvement to residents and would improve the overall traffic safety of the area. Often times, traffic backs up onto 119th street creating a hazardous condition. Equally dangerous are aggressive drivers that drive at high rates of speed to try to beat the approaching train at a subsequent crossing. This would also alleviate some of the congestion at the Spruce street crossing. Additionally, if the project is approved, the bridge could be designed to avoid collisions from trucks that plague the Spruce crossing.

I also think that residents on the west side of 119th have a lot of trouble getting to the east side. This would fix a major problem and be cognizant of the growth of our city.

I have noticed navigating this area has become increasingly difficult, and the proposed changes would make a huge difference for the current and future residents of Olathe. I have lived in Olathe for over 34 years now and the business and housing developments on the west side of Olathe combined with the 127th Street Bridge over I-35 has greatly increased cross-town traffic. Multiple times per day, there is traffic backed up at Harold and BNSF as well as Woodland and BNSF both into Northgate. Please complete the 119th street split such that the west side of town has an uninterrupted stretch to I-35. Thank you.

This proposed project would enhance the safety, and travel enhancements to the expanding area. The traffic demands along Woodland Road have increased immensely over the past 30 years with development within Olathe and north to Lenexa, making it difficult to make safe movements at times from 119th Street to north and south bound Woodland Road traffic patterns. The completion of 119th Street over Mill Creek and the railroad would give a better choice for residents and visitors traveling westbound 119th Street to complete the travel over to K-7 and communities west of K-7. The trains crossing at Northgate and Woodland back up traffic from all directions, while some drivers clearly make unsafe decisions to cross, even with the improvements for the "No Horns" crossing. When the trains come to a complete stop, it is difficult for pedestrians and vehicles to complete the destinations without circling around tracks for 3-5 miles. I sincerely say this is a high priority project which will provide much needed relief and improved safety for emergency, public works, pedestrians, bicyclists and vehicular traffic both local and regional.

The train interference is significant - sometimes waiting not just for one train to pass, but often followed by another causing traffic to back up (in a way that is not always safe) and delays in commute times. I would greatly urge you to consider this project as a priority.

As a Persimmon Hill resident I would love more options to get over towards that side of town. Please note there are very few stretches of road in Olathe with no traffic signals and this is one (Ridgeview to Woodland has no lights). It would be nice if traffic coming from the new 119th could get onto the current 119th without the need of a stop light (so either a tunnel underneath or a bridge). Otherwise we’ll just be stopped at yet another intersection. Also there is talk of “raising the railroad” so I hope the planning commission is taking this into account and incorporating to the project.

We moved from 143rd and Blackbob to 119th and Lone Elm in 2004, the year after Olathe Northwest opened. We love Olathe and moved to be apart of the growth happening on the west side of Olathe. Our only regret was not factoring in train delays. This improvement will literally buy us time. Olathe will gift minutes back to our residents. Some days those minutes make a significant difference to how our days go.

The fact that the only way to get around a train in this part of Olathe is either at Spruce or at College is a significant issue and can cause significant delays, both with people waiting as well as people diverting to get around. This is a project that would have an enormous impact on many neighborhoods west of Woodland, and better connect K7 to the rest of Olathe.

This project needs to be funded and accelerated in order to keep up with both the residential growth and train traffic in Olathe. The number of trains on the BNSF west tracks has increased significantly due to the intermodal in Gardner. This traffic is projected to continue to increase as more fulfillment/distribution centers continue to be built in the area. Additionally, the city of Olathe residential footprint continues to expand westward and will cause the east-west traffic to continue to increase as a result. These factors combined make this bridge project a vital one for growth of Olathe.

I am in favor of this project as it would make travel to the downtown central core mush easier and safer. The area between the tracks and the angles of the Northgate, Woodland intersection is dangerous. The angle of the intersection is difficult to time and navigate. Many times I have witnessed people backed up on the tracks after a train and another on is coming. It’s scary.

The Woodland Northgate intersection is a mess and needs to be improved. When a train stops traffic it creates a dangerous situation. Turning right off Northgate to Woodland you can be stopped on Northgate and I fear being rear ended. From the other way turning left is also an accident waiting to happen. Improvements to this intersection including the train track will help the traffic flow tremendously even without 119th going through.

This is an easy win for Olathe and the business along 119th. Not to mention the ease in congestion on College. Commuters would have another local road to get from K7 to the other side of Olathe and avoid school traffic on College!

As a school bus driver for Olathe, I fully support this project over the rest. This intersection is hazardous with the short amount of space thats allowed for cars when a train is passing. Cars get backed up on Northgate and traffic has to swerve around it. Totally unsafe.

The northwest Olathe is rapidly growing. Having a bridge to connect 119th street would alleviate long wait times many endure several times a week. This project hits the mark for better connecting the entire City as well as a safe flow for the traffic pattern.

This expansion has been something that Ive wanted to see happen ever since I moved to Olathe over a dozen years ago. Joining 119th st where it currently ends at Woodland would allow much better access to the east, alleviate traffic, and bypass the railway that runs N/S across this area.

This would not only be a huge improvement for traffic and ease of travel but for safety. The current crossing is beyond dangerous and. I dread traveling over it. As a bike rider and runner I can honestly say this would be a major improvement and would get more people to use the beautiful bike path right over the tracks. Please get this done! Thank you!!

As someone who drives from 119th and Ridgeview to Brightons Landing it would be a large improvement if this project were to happen! The major thing being having a bridge that would span over the railroad tracks would reduce congestion and aid traffic flow.

In 2018 more than an acre of trees north of the cell phone tower were knocked down north of the cell phone tower to build berms to "use up the extra dirt" from the county buildings / new Medical Examiners Bldg. THIS DAMAGE IS SO RECENT THAT IT DOESNT SHOW UP YET IN GOOGLE MAPS. While progress is inevitable, PLS go easy on the trees with this project!! I am opposed to this project. This project will have a negative impact on the Mill Creek Streamway trail system, the Mill Creek watershed and the vast, rich ecosystems that call the wooded areas home. Additionally, the proposed expansion goes right across a residential area.

I understand some people want relief on Woodland and the intersection at 119th and Woodland has a lot to be desired- but this is not the way. I am very opposed to this specific bridge idea at this location and feel homes in the area are being taken advantage of. The height of this bridge increases noise significantly , destroys wild life and habitats. Anyone who lives in this area should be extremely angry.

I do not support this project. Building a bridge over the tracks to connect 119th will destroy acres of ecosystem in that area. The watershed and air will become more polluted and the infrastructure needed to complete this project will impact the surrounding land. This greatly impacts the neighborhoods east of Woodland/west of Ridgeview/north of Northgate. Recently acres were damaged near this area for the medical examiner’s building. Olathe means “city beautiful” and yet this proposal is yet another project stripping Olathe of its natural beauty for the convenience of commuters. We should be looking for ways to preserve the creeks, trails, and woods that we still have.

This is an absurd waste of taxpayer money. Both College, 135th and K-10 provide easy corridors of access. There is no perceived congestion. Not only will you further destroy on of the few green spaces left in Olathe, you will be wasting tax payer money in the process. Please avoid this costly mistake.

We live in Northwood Trails and we Do Not support this project. Many of us moved to this area of Olathe precisely because of the trees, the creek, the un-suburban look of Woodland/Northgate. “Progress” doesn’t mean bulldozing nature for the sake of our convenience. Progress should mean that we finally understand how to care for precious, vital green space and appreciate curving a road around it to protect it.

The placement of this roadway and bridge needs to be re-evaluated. Turning the road and having it curve further SW to have it come out closer to the Millcreek Streamway Park will allow for less disruption of the ecosystem. Much wildlife is dependent on the watershed and forest habitat currently there. Turning the road and bridge more SW will preserve more of this area. In addition, the air and noise pollution needs to be diverted away from the south side of the Northwood Trails subdivision, where the roadway is currently designed to cut across, allowing for the preservation of the treed habitat area and protecting the homes in that area.

I am not in favor of the current plan. I think the idea is a good one, but the logistics of actually making the bridge and road will be very destructive to the area. The landscaping is not naturally set for the changes and the tracks and trail are not in a valley, so the bridge to go over they will be massive!

We have many valuable trees which help with nose/light/visual pollution and must be retained so were not decreasing the value of this long-standing neighborhood!

I’m in opposition to this project as proposed. The needless destruction of many trees during the construction of the Medical Examiners Building (kansascity.com/news/politics-government/article223202395.html) eroded my trust in project coordinators to complete this project without tearing up an unnecessary amount of trees, natural habitats and wildlife refuge around the Millcreek Streamway Trail System and Northwood Trails neighborhood next to it in the proposed path. While a bridge over the railroad tracks would be helpful in eliminating congestion, the path of the destruction and construction needs to be carefully examined. The Northwood Trails neighborhood has already been stripped of a significant portion of its beautiful landscape and trees for the sake of “progress.” Please find a way to bridge the railroad tracks without ripping out all of the trees that separate NWT neighborhood from what will be an even busier thoroughfare.

Purely from a logic standpoint the cost/benefit makes absolutely no sense at all. You are proposing to construct approximately 1.5 miles of road to connect 119 to Woodland at what cost? A connection already exists at Woodland and Northgate. The neighborhoods to the west have access (easy) to services in the West Olathe are (K-7 corridor) and the North at K-10 and Woodland and lets not forget about College and Lone Elm. This is an enormous waste of tax payer money.

I do not like this project. It would entail the destruction of so many trees and so much wild habitat. I understand the desire to have the through-way, but the cost to nature is too great. So much has already been destroyed. Can we just not bulldoze everything?

It is easy for people to praise this project when they talk about saving 10 minutes on their daily commute. However, this gigantic bridge will potentially run right through my backyard, so Im opposed to the current plan of doing a straight extension of 119th. If it must happen, it needs to curve and start closer to Nelson, in order to minimize the impact to Northwood Trails neighborhood. The project mentions benefits of reducing pollutants and reducing vehicle emissions, but both of those will increase in my backyard. Please consider options that would be agreeable to all the impacted neighborhoods, and not just be concerned about saving people in western Olathe 10 minutes. Thanks.
