PA Project description: This project will improve the portion of the 98th Street corridor from Kansas Ave to the north City Limit to meet the City’s current standard for collectors. The street will provide two 12’ travel lanes, dedicated bike lanes and/or multi-purpose trail to support the Regional Bikeway Plan, and sidewalk. Provisions for sensors and/or cameras to monitor traffic and allow for passive/active traffic management in case of special events or incidents on nearby I-435 or I-70.

PA Strategies Description: This project will implement the identified underlying strategies as follows: - This project is a major part of strengthening the connection between K-32/Edwardsville Industrial Park and the Legends/Village West activity centers. This will support future transit between Edwardsville and the State Ave Connex bus route and is jointly supported by the Unified Government. - The project is intended to allow for sensors, cameras, fiberoptic connectivity, and/or other technology to monitor and manage use of the corridor passively and actively. Future signalization and other infrastructure will be able to leverage TSMO, ITS and V2X systems for a safer and more efficient corridor. - This project invests in an existing local corridor that already connects to major centers on each end, takes advantage of existing Interstate overpasses, and provides a local alternative to the nearby I-435 corridor for resiliency and convenience.
PA Complete Streets Description: This project will incorporate accommodations for bicyclists and pedestrians, allow for future transit routing between Edwardsville’s employment center and the State Ave Connex route, and provides opportunities to incorporate buffer strips, strategic tree plantings, stream protection, and other green infrastructure.
PA Safety: - Intersection improvements improve sight distance, lighting, grades, markings and signage to promote awareness and safety of all users. - Relocate fixed objects outside the clear zone where possible to reduce the likelihood of crashes. - Eliminate drop-offs and reduce the likelihood of roadway departures. - Widen the roadway and improve sight distance on vertical curves to reduce the likelihood of head-on crashes. - Provide appropriate signage for adequate warnings, better visibility for older drivers, and seatbelt use. - Provide dedicated bike/ped facilities with applicable ADA compliance.
PA Air Quality: This project will improve multi-modal connections between the State Ave transit route and Edwardsville’s employment center, as well as for the residents in between. The provision of support for future sensors and management connectivity will support and encourage connected and autonomous vehicle operation. Future traffic signals can be connected, coordinated, and actively managed when added to the OGL system. Strategic tree plantings and other vegetation will be incorporated as appropriate to improve air quality.
PA Conservation: This project limits disruption to the environment and watershed thru use of an existing roadway corridor. Construction can be managed to avoid disturbance and/or restoration of more valuable habitat and stream channels. Drainage crossings could be sized and constructed to allow for better wildlife and aquatic connections under the roadway. Stream restoration can include more vegetated solutions for bank stabilization and less reliance on riprap and other man-made armoring.
PA Environment: The project will incorporate strategic trees and vegetation, along with stream restoration, to provide localized cooling and more resilient stream buffers to reduce flood effects in the future.

PA CMT Description: The addition of sidewalks, dedicated bike lanes, and/or multi-purpose trails are fundamental to providing a Complete Streets corridor. They will also improve and expand the facilities dedicated to serving pedestrians and bicyclists while providing more separation from motorists. Incorporating provisions for fiberoptic connectivity, sensors and/or cameras will allow for passive and active monitoring of the corridor and implementation of V2X connectivity with travelers on 98th Street.
PA SOV Capacity: This area is designated for future development and densification in the next 10 years. Adjacent activity centers are also expected to grow and increase their draw from nearby areas. This project allows for that growth and makes use of an existing corridor to guide and attract new development rather than allowing a situation in which development constructs new streets and adds greater maintenance burdens on the City.

This project provides a unique opportunity for multiple benefits and more complete access between Edwardsville and neighboring commercial and residential areas in Kansas City, KS. 98th Street has long been discussed as a major focus and opportunity for the community to better integrate into Wyandotte County from economic, safety, and convenience perspectives for residents.
G16 Transportation Disadvantaged Population: There are a significant number of low-income, older adult, and no-car households who have very limited options for non-Interstate access to nearby services and employment. Improving 98th Street between K-32 and State Avenue will provide a continuous, multi-modal link for those populations to expand access and choices. This project is the first step in achieving that goal.
G17 Relevant Public Engagement: The City has gathered repeated comments from the public thru ongoing social media channels ("Hotshot" channel, Facebook, online surveys, etc.), Council meetings, and other feedback as to 98th Streets need for improvement and possibilities for the future.
G18 Planned Public Engagement: The City will continue to use its highly-active and engaged social media channels (including "Hotshot"), post online videos, and conduct specific public/virtual meetings to share more information. The City uses online surveys to solicit targeted feedback as well as providing means for freeform comments from the public. The City has found that their transportation disadvantaged populations are fairly active and accessible thru these means.

High-Intensity and More_Walkable Centers 98th Street is the most direct local route between the activity centers in Edwardsville and those in the Village West area of Kansas City, KS. It will provide the first link that includes dedicated facilities for vehicles, pedestrians, and bicyclists. Its unique capabilities will improve the local character and generate greater likelihood of desired development activity.

This project will reduce GHG emmisssions/fuel use by: - creating a more efficient roadway for vehicles to travel - provide facilities that encourage non-motorized trips to replace vehicular trips
G24 Natural Resource information: The project will localize improvements along an existing roadway corridor rather than disturbing a new alignment. Stream crossings will be addressed by restoring aquatic passages, stabilizing stream banks where appropriate, and restoring vegetation using preferred native species. Erosion control measures will be put in place to minimize sediment runoff and other impacts during construction.
G25 Community Links at Watershaed Scale: MARC has identified a significant portion of the 98th Street corridor as needing Green Infrastructure. This will be an opportunity to address some of those needs.

102nd street from riverview to K-32 is in terrible disrepair If you are going to do 98th from Kansas ave to the north limit that is a total of what 12 houses really what a waste when far more tax payers are on 102nd street 98th is worse between Kansas Ave and Swartz (5 homes ) than the 12 homes between Kansas ave and riverview Who lives there that works for the city??? The manager oh I understand he lives in JOCO What a farce Does the new city inspector live on that street Really far more traffic on 102nd street that any street other than K-32 in Edwardsville

This road is very key to the long range plans for our citys effective transportation. It is the key connection between 32 highway and Kansas Avenue. Improving/replacing this connector will enable safer transportation and open up development opportunities in the future.

I am head over heels in love with this plan! The thing is, none of us believe this will happen. When we moved into our house on 98th St 18 yrs ago, we did so based on the promise that a sewer system was being added within two years. Never happened. Not in this plan, either.

Having reread this several times, I find improvements from K32 north to State Ave are much more vague than State Ave to the north city limits. I know the bridge that floods out has been shored up, but its only been fixed with a bandaid. Now that tractor trailers are using 98th from Kansas Ave south to K32 as regular routes, the roads are being shredded. Additionally, the roads are too narrow for both semi and family car, so families are run off the road by the huge tractor trailers. Once again, Ill bring up the long promised and non-existent sewers from K32 north to Kansas Ave.

The City of Edwardsville is a integral part of Wyandotte County and this opportunity to enhance 98th St. artery to Kansas Ave is much needed for walkabilty, community connectivity, and economic development. I commend our local leaders for their vision and commitment to invest/improve the infrastructure to accomplish these needs. I fully support this project.

So, does this mean even more traffic on 98th street? Will Semis be allowed to go up and down the street? This is very concerning as a parent to young children. As far as future development, does this also mean some residents homes and property will be aquired through eminent domain and then torn down? We are making home improvements and I do not want to spend any more time or money if I will be losing my home. I live very near today the Kansas Ave intersection.
