This is the only fully paved corridor from the southern limits of the City of Basehor - US 24 Hwy., connecting all the way south into Johnson County, and is a heavily traveled route for those that do not wish to use the K-7 corridor. This roadway has seen numerous accidents in recent years, including two fatalities in 2019. Additionally, the Basehor-Linwood School District intends to build a new school south of Basehor, at the corner of K-32 and Stillwell, approximately 2.5 miles west from County Route 2 on K-32, likely increasing the demand on this already dangerous roadway.

PA Strategies Description: Coordinate Infrastructure: Fairmount Township Fire Station No. 2 is located at the intersection of County Route 2 and Metro Ave, an intersection that will be regraded to improve sight distance. Basehor-Linwood School district have an elementary and a middle school less than 1/2 mile north of this project. Safety: Since 2016, 16 crashes were reported in 1/2 mile of the 2 mile improvement. Over half of those were the result of over correction due to edge drop off and lack of corrective space. In 2019, two of those accidents resulted in fatalities. Addition of a 6ft shoulder and wider lanes will create recoverable space, reducing the number and severity of accidents. Vertical realignment at intersections will correct sight triangle deficiencies. Efficient Movement: Growth of the suburban landscape has made this a primary connecting link between the consolidated school district communities of Basehor and Linwood, causing a continued rise in traffic volumes. Drivers looking to avoid stop-controlled intersections and congested areas along K-7, directly to the east, utilize this free-flowing arterial instead. Improvements will help safely connect business and jobs within this growing metro area. Increase Mobility: The surrounding area is zoned as 2.5-acre minimum, rural land. Low population density creates little need for sidewalks in the area, however, the addition of 6-feet wide paved shoulders will allow for multimodal use, particularly encouraging bicycle traffic. ‘Shared Road’ improvements provide safety for all travelers while not requiring excessive amounts of right-of-way or the unnecessary destruction of the rural/suburban community. Stormwater management/Health: 1.5 miles south, within the same watershed, the County is replacing Bridge SH-30 over Little Kaw Creek. Funding will provide the ability to use native grasses along the right-of-way of this replacement project, slowing the movement of stormwater while providing additional filtration into the creek system.
PA Complete Streets Description: Current roadway has edge drop-off and deep ditching along roadway. The proposed improvements include the addition of 6-feet wide paved shoulders to create a multimodal accessibility. ‘Shared Road’ improvements provide a safe means of travel for all system users without acquiring excessive amounts of right-of-way or the unnecessary destruction of the rural/suburban community.
PA Safety: In the four-years prior to 2020, there were 16 crashes reported in a single 1/2 mile of the proposed two-mile improvement. Over half of those were the result of over correction due to edge of pavement drop off and lack of corrective space. In 2019, two of those accidents resulted in fatalities. The addition of a 6-foot shoulder and wider lanes will create recoverable space for motorists, resulting in a reduced number of accidents and lessening the degree of severity of these accidents. This project also includes vertical alignment improvements to correct sight triangle deficiencies at intersections.
PA Air Quality: Native Grass and sustainable landscaping including willow trees on creek embankments will be incorporated into the right-of-way of an adjacent project within the same watershed and downstream from this roadway corridor.
PA Conservation: Drainage ditches along this roadway will be comprised of natural soils covered in grasses. This allows for natural absorption of rainwater and minimizes erosion.
PA Environment: All storm structures are to be upgraded to meet 50-year storm capacity. Native landscaping will be provide additional storm water management. The only impervious material on this project will be the asphalt roadway itself.

PA CMT Description: Intersection Turn Lanes will be added to the northern leg of the K-32 intersection, for ease of east and west access onto K-32 to reduce congestion caused by the gas station on the northwest corner and Elm Grove Baptist Church on the northeast corner. Addition of 6-foot shoulders allows for mutlimodal use along 158th Street. Three intersection improvements, road widening and creation of paved shoulders with recoverable ditches will enhance safety along the proposed route. All roadway signage will be upgraded to the current MUTCD standards

Leavenworth County Board of County Commissioners have an approved seven-year CIP that includes the construction/replacement of this two mile stretch of roadway. Full funding for this projects is not available. A grant must be secured to fully fund the project. This project has been an unfinished CIP since 2004 when safety improvements were originally designed. Only 2 of the 4 miles that had safety designs completed have been constructed along this corridor.

Leavenworth County Comprehensive Plan strives to protect the safety and welfare of the residents of the county and this project is clearly aligned with this objective. There has been two fatality accidents and 16 other accidents along a 1/2 stretch of roadway within this corridor. These accident numbers do not account for any of the accidents of the roadways intersection with K-32 Highway.
G16 Transportation Disadvantaged Population: The presence of the VA Hospital and Fort Leavenworth in the City of Leavenworth, this roadway having traffic counts of over 6000 vehicles undoubtfully links veterans to those locations. No quantitative studies have been commissioned by Leavenworth County to document the actual numbers of this clear assumption.
G17 Relevant Public Engagement: Public engagement during the public comment/concern portion of the weekly county commission meeting have kept this project at the forefront for the past 15 years. Current and former Public Works staff have engaged with residents along this corridor and received letters of support for the improvement of this roadway.

G19.1 Describe PSP relationship: County Route 2 (CR2) is a crucial link within our transportation network. Leading south out of Basehor, beginning at US- 24-40, this road connects to K-32 and then continues to the south, connecting to 166th Street, and leading into Johnson County. This one corridor connects the southeast corner of the County. Design for this roadway provides for the crucial role CR2 plays. Other parallel roadways in the area are either gravel, residential or paved under a dust control, pave-in-place effort. Surrounding roads do not include widened lanes, pavement markings, turn lanes or paved shoulders for multi-modal accessibility as is proposed for CR2. To preserve the existing rural landscape, the County intends to use native grasses along the right-of-way and creek bank of the Bridge SH-30. Although not within the construction limits of the road project, SH-30 is located within the same watershed and the use of native grasses here will aid in the health of the stream system and ground water.

No, however this proposed project is located only two miles east of the 2015 Tri-City Multimodal Redevelopment Plan for K-32, connecting Bonner Springs and Edwardsville. The added shoulders would create connected multimodal accommodations if improvements to K-32 were to extend an additional two miles into Leavenworth County.

G24 Natural Resource information: Further south of the proposed roadway improvements, the County would like to plant native grasses along the right-of-way and creek bank of the Bridge SH-30, located along the County Route 2 corridor. Use of native grasses will restore/maintain the existing natural resources and habitats within the area.
G25 Community Links at Watershaed Scale: Native grasses, proposed along the right-of-way and creek embankments downstream will slow the flow of stormwater run-off preventing erosion and provide additional groundwater filtration to help protect the health of the watershed.

The school district also has construction of a new elementary school planned 1.5 miles west on K-32 from the intersection of K-32 and County Route 2. Did I read this correctly? You intend to make "grade changes to improve sight line visibility" at 158th and metro, but make no such comment for K32 and 158th street? Are you kidding me? The single greatest contributing factor to accidents today is the extreme limited sightline of westbound traffic traveling at highways speeds approaching this intersection from the east! Anyone looking at this intersection would rationally conclude a necessary remediation must include shaving the hill to the east to improve sightlines!
