PA Strategies Description: By improving this corridor and adding pedestrian and bicycle facilities, this project encompasses most of the strategies within the category of prioritizing investments. These include coordinating transportation infrastructure and services with local land use, support the efficient movement of people, goods and services, increase mobility and accessibility for all users of the system, improve equity, foster safe travel, reduce pollutants. The project will also incorporate aspects of complete streets, air quality (by providing a safe space for alternate modes of transportation), emergency preparedness (by creating a safer mode of travel for emergency response teams), more mode choices, public transportation, safety, and system efficiency,
PA Complete Streets Description: The project will include sidewalks, sidepath, street lighting, street trees and bike lanes. None of which are currently along the corridor. Landscaping opportunities are present in the raised medians. An additional resource was submitted with the pre-application: City Council ordinance adopting the Complete Streets Policy.
PA Safety: The project will include raised medians along Black Bob that provide access control, striped on-street bike lanes, possible right/left turn lanes at median breaks and intersections, four-lane roadway instead of the existing 2-lane, and streetlighting. The improved 2-lane section on 159th Street will include turn lanes to remove these movements from the through lanes of traffic as a method to add capacity and increase safety. The traffic signal at 159th and Brougham will have right and left turn lanes and will accommodate pedestrian traffic. This project will also improve access to schools and will eliminate the need for a crossing guard at 159th and Brougham.
PA Air Quality: The project will provide access and accommodations for multiple user types that are not currently available in the area. This includes bicycle and pedestrian.
PA Conservation: This project will provide an improved crossing over the channel that is located north of 158th Terrace.

PA CMT Description: Access Management - will be addressed by adding raised medians and a traffic signal and turn lanes at 159th and Brougham. Active Transportation - will be addressed by adding bike lanes, sidewalks and sidepaths. Increase non-motorized mode share and reduce incidents. Highway Strategies - geometric design improvements to provide additional turn lanes at intersections to improve overall efficiency and operation. Increase mobility. Reduce congestion by improving bottlenecks. Increase traffic flow and improve safety. Decrease incidents due to fewer conflict points. Transportation Operation and Management - communications networks will be expanded by installing fiber optic cable the length of this project and making connections to traffic signals at 159th & Black Bob, 159th & Brougham, and 151st & Black Bob. Increase capability for regional-level coordination of operations and traveler information.
PA SOV Capacity: The City of Olathe Transportation Master Plan identified this project as low priority to be completed by 2025. Travel demand will continue to increase in this area due to already approved and future development. 1,384 new DU are approved (some under construction) and an additional 727 DU planned. 90,300 sq ft of commercial development is approved with an additional 310,000 sq ft identified for potential commercial development. There is also around 300 acres available for future residential development. The City of Olathe Transportation Master plan shows that with no improvements to the area, by 2025 this area is projected to be "near congested". With Heritage Park located in the southeast corner of 159th & Black Bob, there is a regional draw for the golf course, dog park, soccer fields and other amenities. The park draws visitors from area outside of walking distance. With a 2-lane section on 159th, there is not enough width to add a designate carpool lane, so SOV capacity is needed.

G5 Purpose and need: The project is needed to address capacity and safety concerns in the area. There is currently a section of unimproved narrow roadway on 159th Street between Brougham and Black Bob. Black Bob Road north of 153rd Terrace has already been improved to a 4-lane divided arterial and the intersection at 159th & Black Bob is being expanded and signalized in 2021. This project will complete the improvements in this area. The project serves a growing population and potential employment. 1,384 new DU are approved (some under construction) and an additional 727 DU planned. 90,300 sq ft of commercial development is approved with an additional 310,000 sq ft identified for potential commercial development. There is also around 300 acres available for future residential development. With neighborhoods, churches, schools, parks, etc in the area, it will provide additional methods for transportation disadvantaged populations to take advantage of the areas opportunities.

This would be a much needed improvement as traffic regularly backs up at this intersection for 10+ minutes and blocks streets at 158th and Blackbob. And at Blackfoot and 159th. 159th St. is a very narrow road between brougham and Black Bob and people drive dangerously fast for 2 lanes. This is also an area where there is children crossing for school and the sidewalks and traffic crossing signals are greatly needed to protect the children. And to provide pathways to access heritage park, schools south of 159th St., and businesses west on 159th St. Thank you for considering making this a high priority.

This project is an absolute must. Traffic in this area has grown substantially in the past few years. Back ups occur frequently on Blackbob and 159th. Also, there is not a way to commute safely on a bicycle or by foot along 159th to the west of Blackbob since there is no shoulder or sidewalks.

This project is so needed! This area has expanded quickly and with it, so has traffic. Cars back up all the time at this 4 way stop and there is no place for pedestrians to safely maneuver.

This intersection is in desperate need of attention. During high traffic periods, (am/pm rush hour) the northbound/southbound of Blackbob is backed up for blocks. Please select this project as south Olathe is becoming more populous.

I live just south of where these improvements would be made and travel on 159th to BlackBob on a daily basis. These improvements are much needed. The stretch of 159th from Brougham to Black Bob is very narrow, with no shoulder. While the 4-way stop at the intersection is somewhat fine, defined turn lanes would improve traffic flow as well as safety. Adding a traffic light at 159th and Brougham is also much needed. The area is very congested during the morning hours and especially during school start/stop times, when there is both vehicular and pedestrian traffic. A traffic light would help control the flow of traffic and make the intersection much safer for drivers and pedestrians alike.

Black Bob and 159th gets backed up every morning and afternoon. There are too many vehicles going through this intersection to be a 4-way stop. On a few occasions, when it is really backed up, I have waited 15 minutes in line to get to the intersection.

In addition, bicyclists riding to and from Heritage Park via Blackbob is dangerous for everyone because there is no shoulder. This improvement is long overdue and I appreciate your consideration.

This area is desperate for help. Living right by the corner, we cannot travel by bike or foot outside of our street since we don’t have sidewalks or paths. Because the traffic is so bad at the intersections, hordes of cars use our small street as a cut through, making it dangerous. A few years ago a drunk driver used it as a cut through and ran through the yards where kids were playing. Please help!

I support this project. The major safety concern is the section of road between Blackbob and Brougham. No shoulder or sidewalk and I occasionally see walkers but the biggest concern are bike riders especially as you crest the hill. Very dangerous.

We lived at 159th and MurLen before moving to 119th and Iowa. I would support this change over expansion of 119th. Trying to get out of south Olathe near MurLen is terrible when school is in session. One lane traffics in all directions. The stop sign at Blackbob and 159th going East, backed up 50 cars deep. With all of the expansion and the number of schools in the area, this is a project long overdue.

The widening of 159th Street from Blackbob to Brougham would be a great improvement especially for our younger drivers. The road is so narrow, on three (3) occasions last winter I saw teenage drivers in the ditch just east of Brougham where the road narrows. It is a much needed upgrade to our most important neighborhood.

This project is necessary now rather than in 2025. With the growth in the area and the projected commercial area, it will improve traffic flow and safety. Many times while driving this area I see bicyclers and it is treacherous for them on this stretch of road. Additionally, it would be appreciated if there were a roundabout placed at 159th and Blackbob rather than a traffic light. I do appreciate there needs to be a traffic light at 159th and Broughm for pedestrians and school access. Please consider a roundabout at 159th and Blackbob. Please consider this project now.

We are in desperate need of improvements to this area. We live in Woodland Creek and have cars cutting through our neighborhood all of the time to avoid the huge traffic backups at 159th and Blackbob. We also need improvements at Brougham, and desperately need sidewalks and bike paths to help connect the area to the rest of 159th and to get to heritage park. This is way overdue and needs to be remedied to accommodate the growing population & to support school and business traffic. Please help!

We live on the cul-de-sac off of 159th just East of Brougham. 159th has become so busy and the curve is dangerous. People dont slow down and we have to watch the mirror if we stop to enter so someone doesnt hit us. There have been accidents and we have had several accidents and people ending up in the ditch because they werent paying attention. The intersection at Black Bob is so busy and frustrating trying to get through it.

Weve lived adjacent to this stretch of 159th for 12 years, and it has needed this improvement badly the entire time. Theres really no excuse for a road with this much traffic to be this narrow and have a 4-way stop. In the dark or in the rain, this section becomes a death trap.

We need a light and more lanes because 159 th and brougham is a very dangerous intersection. I avoid it at all costs. Traffic is very thick from 153rd to 159th. There should be a light at blackbob too. Opening more lanes will thin it out a bit and offer other ways to commute. Park, church, neighborhoods. Thank you

The intersection of 159th and Brougham is not safe. During peak hours of the day, traffic along Brougham struggle to cross or turn onto 159th. Mix in the two elementary schools and middle school in the area. Another tough section is 159th between Brougham and Blackbob. Very narrow stretch of road.

I am definitely for this project as it seems more and more traffic grows around the 159th St and Blackbob intersection with all the developments going up further South. It will also be better idea to get support and complete this project in the near future than to deal with the impact from the construction years from now when 159th street is no longer considered that far south.

Considering the amount of residential growth in this area over the last 5+ years, we are already years behind in addressing the volume and limitations of the current road configuration. One lane each direction and a 4-way stop is grossly inefficient and antiquated. OP has already made improvements to 159th and Olathe must follow suit.

This expansion is very needed and overdue. Frequently, as I merge to the "turn lane" on 159th to head South on Brougham, I am about hit as cars go from the wider 2 lanes to a very narrow 2 lanes. Also, at least once a week, someone not familiar w/ the area stops on 159th @ Brougham just assuming its a 4-day stop. I dont blame them, b/c it just makes sense to have one there.

These improvements are much needed! Cars typically drive too fast down 159th and more often than naught, disregard pedestrians and children needing to safely cross. 159th and Brougham especially needs a safe crossing, having almost been hit many times last year whilst walking my child to an from school.

This would bring much needed visibility, lights, be biker friendly, crosswalks, and safety to 159th. Much needed and sought after during the 2019-2020 school year!! If you have to pay to ride the bus, walking should be safe for all students!! Some dont even have a side walk to get to Arbor Creek.

Please prioritize this project. I live less than a block from the intersection and have always been fearful of something tragic happening at this intersection. The traffic speed on 159th is too high, there is no stop sign for that traffic, and that crosswalk is used frequently by children and families trying to get to school. Lets make this intersection safer before we have are put in the horrible position of using a tragedy to try to justify it.

Improvements to this stretch of 159th are LONG overdue. The amount of traffic that has increased in this area over the last few years and what is to come with all the new construction is astounding. This should have been a priority 5 years ago. Please widen the road, add sidewalks, add bicycle lanes, but please do not add more stop lights!! A stop light at 159th & Brougham would barely be 3 blocks from the stop light at 159th & Mur-Len!! Stopping every 3 blocks is not going to increase efficiency/congestion! Consider 159th & Blackbob to remain a 4-way stop sign. It works well at 159th & Switzer. Please keep the traffic moving!!

This intersection is in much need of being updated. Overland Park is doing a bunch of 159th St. renovations and so should Olathe. With more neighborhoods opening up out south, intercession needs to be updated to meet the traffic demands of today and foreseeable future.

I drove the 159TH street daily back and forth, form RidgeView to Metcalf Street, before it went into improvements today. Everytime when I entered the widening road, a sense of security enclosed me throughout; for knowing that the road ahead was wide enough to drive in the wintertime or on a stormy night; For I have seen many cars overshot and abandoned to the sides in the heavy snowy night on along the narrower portions of this street. It came to me everytime I drove pass the points where these accidents happened and thought to myself, “Since they are widening the Quivira/ Nall portion, why don’t they do the same throughout further to the west of Quivira/I35 hiways...” For the sakes of our safer streets here in Olathe, please consider my “YES” vote to the scope proposed above. Thank you.

This would greatly improve safety and utility for residents here. The lack of sidewalks from 157th to 159th and from Black Bob to Brougham makes walking difficult. Ideally there would be a sidewalk from 159th and Black Bob to the Heritage Park dog park entrance as well.

Yes- this would improve safety for cyclists on 159th heading to trails as well as safety for kids going to school who have to cross 159th. It would also help with traffic back up at 159th and Black bob intersection.

Would love to see improvements to this area. With so much growth south of 159th, things will only get busier. Since I have witnessed a car getting hit 159th and Brougham intersection as well, Id love to see this resolved. Finally, kiddos on the north side of 159th do attend Arbor Creek, which is on the south side of 159th. Crazy busy.

This intersection needs to be redone 1,000,000% It is very hard to leave my neighborhood when it is "busy time". Also people are so impatient they cut through our street at very high speeds. Please please do something to better this area!!!

I fully agree with this plan and all the improvements mentioned. This project is desperately needed now. Please make this a high priority. I often go out of my way to avoid the intersection on 159th and Brougham as traffic can be congested and dangerous. I have witnessed multiple accidents at this intersection. A traffic light is necessary to improve safety. Thank you so much for improving the roads in this area.
