|
The goal of this project is to improve traffic safety on Highway 291 by eliminating the 291 / N Stewart Road intersection connection, and constructing a traffic signal at the nearby existing 291 / Blue Jay Road intersection. A sidewalk will be built from the signalized intersection along the ease side of M-291 Highway north to the North Havens Center development containing 3 hotels. This will provide a pedestrian connection between the hotels and the Liberty Triangle commercial development where there is shopping, dining, and entertainment.

A recent Liberty Triangle commercial development traffic study modelled the future closure of the Stewart/M-291 intersection in conjunction with the installation of a new traffic signal at the intersection of Blue Jay Dr. and M-291. It was also referenced in the Liberty Triangle development plan.

BLUEPRINT FOR LIBERTY FUTURE LAND USE PLAN: This project is in line with Principle 6 in the Plan, Streets should be designed such that the motor vehicle, bicycle, and pedestrian can all function and thrive in a safe, efficient, and integrated environment.
LIBERTY PARKS & OPEN SPACE MASTER PLAN: This project falls within geographical Zone 2 of the plan. Adding sidewalks as part of this project aligns with the plans goals of adding to the walkability of the commercial area.
BLUEPRINT FOR LIBERTY ECONOMIC DEVELOPMENT PLAN: This project is in line with one of the three distinct but interrelated areas of economic development. Infrastructure. Successful infrastructure planning should emphasize adequate and safe access to streets and highways, sanitary sewers, water; and proper connections for storm water drainage, public transportation, sidewalks and trails, utility systems and fiber optics.

This project would benefit disadvantaged populations such as older adults, disabled, and persons living in zero-car households by promoting walkability as an alternative mode of travel in the vicinity. It will provide an ADA compliant direct sidewalk connection across the existing M-291 highway corridor as part of a new traffic signal installation that will provide safe access to the adjacent Liberty Triangle commercial development.

A commercial development in the Liberty Triangle commercial area performed a traffic study that modeled a new traffic signal at the intersection of Blue Jay Dr. and M-291 Highway in conjunction with closing the nearby Stewart Road connection at M-291 Highway. The commercial development in the Liberty Triangle proceeded through the City Planning and Development process involving review by City staff, The City Planning & Zoning Commission, and City Council which involved many opportunities for public notification and comment in support or against the project.

The project will actively promote vehicular travel alternative methods by providing a signalized intersection at Blue Jay Drive & M-291 incorporating an ADA compliant safe pedestrian and bicycle crossing. The project will also construct ADA compliant sidewalks along the east side of M-291 Highway. Disadvantaged populations will be able to engage with the project through public hearings during the design and right of way acquisition processes of the City and Missouri Department of Transportation.

This project provides pedestrian and bicycle friendly alternative transportation options. Sidewalks and safe crossing at a signalized intersection promote opportunities for walking and bicycling as alternatives to vehicular travel, therefore reducing vehicle emissions. The removal of the Stewart Rd. connection at M-291 Highway will remove impermeable pavement and replace it with green space with an opportunity to implement environmental amenities such as native vegetation or other storm water quality BMPs.
