PA Strategies Description: The Highway 291 corridor is a major commercial corridor adjacent to the Liberty Triangle commercial center. Highway 291 is a major State highway route providing arterial traffic flow for motorists and freight through the City of Liberty. This project will improve safety and efficiency on this route through eliminating a dangerous intersection and installing a traffic signal to improve efficiency and access into and out of the Liberty Triangle Commercial Center. A sidewalk will be built from the signalized intersection along the ease side of M-291 Highway north to the North Havens Center development containing 3 hotels. This will provide a pedestrian connection between the hotels and the Liberty Triangle commercial development where there is shopping, dining, and entertainment.
PA Complete Streets Description: A traffic signal will be constructed at the intersection of Highway 291 and Blue Jay Drive. ADA compliant pedestrian crossing equipment will allow for safe pedestrian crossing across all legs of the intersection. The N Stewart Road intersection will be eliminated and truncated with a cul-de-sac and green space restored in the former street pavement removal area. Stormwater BMPs could be implemented in the new green space to improve storm water quality. A sidewalk will be built from the signalized intersection along the ease side of M-291 Highway north to the North Havens Center development containing 3 hotels. This will provide a pedestrian connection between the hotels and the Liberty Triangle commercial development where there is shopping, dining, and entertainment.
PA Safety: This project falls in line perfectly with the Regional Safety Blueprint. The project will eliminate an existing dangerous intersection as it is located on a horizontal and vertical curve which limits the sight distance. Left turn movements from eastbound N Stewart Road onto northbound Highway 291 has resulted in numerous broadside and rear-end collisions, and is some cases, fatalities. The Regional Safety Blueprint indicates that fatality rates have been increasing in Missouri in annual and 5-year running averages since 2014. This project will contribute to lowering fatalities and injuries. A sidewalk will be built from the signalized intersection along the ease side of M-291 Highway north to the North Havens Center development containing 3 hotels. This will provide a safe pedestrian connection between the hotels and the Liberty Triangle commercial development where there is shopping, dining, and entertainment. Pedestrians will be able to cross the M-291 Highway safely at a signalized intersection.
PA Air Quality: A sidewalk will be built from the signalized intersection along the ease side of M-291 Highway north to the North Havens Center development containing 3 hotels. This will provide a pedestrian connection between the hotels and the Liberty Triangle commercial development where there is shopping, dining, and entertainment. This promotes more walking and bicycling and reducing the need for vehicular travel, therefore improving air quality by reducing vehicular emissions.
PA Conservation: Eliminating the intersection of N Stewart Road at Highway 291 will remove impermeable roadway surface and restore it with green space, allowing for opportunities to improve stormwater quality by potentially constructing water quality BMPs in the restored area in and/or near the MoDOT right-of-way.
PA Environment: Any time impervious pavement area can be reduced, it reduces the potential for flooding and the urban heat island effect.

PA CMT Description: "Access Control to Available Development Sites": The original Liberty Triangle commercial center development plan called for a signalized intersection at Blue Jay Drive / Highway 291 as warranted in conjunction with the closing and truncation of the dangerous N Stewart Road / Highway 291 intersection. A recent traffic study for a car wash development within the Liberty Triangle verified the signal warrants. "Intersection Turn Lanes": With the installation of traffic signals, some geometric improvements may be needed at the intersection of Blue Jay Drive and Highway 291. "Improved Safety of Existing Bicycle and Pedestrian Facilities": New traffic signals at the intersection of Blue Jay Drive and Highway 291 will provide signalized protection to crossing pedestrians and bicyclists cross the arterial 4 lane highway. A sidewalk will be built from the signalized intersection along the ease side of M-291 Highway north to the North Havens Center development containing 3 hotels. This will provide a pedestrian connection between the hotels and the Liberty Triangle commercial development where there is shopping, dining, and entertainment.

LIBERTY PARKS & OPEN SPACE MASTER PLAN: This project falls within geographical Zone 2 of the plan. Adding sidewalks as part of this project aligns with the plans goals of adding to the walkability of the commercial area. The commercial development in the Liberty Triangle proceeded through the City Planning and Development process involving review by City staff, The City Planning & Zoning Commission, and City Council which involved many opportunities for public notification and comment in support or against the project.

The project will also construct ADA compliant sidewalks along the east side of M-291 Highway. Disadvantaged populations will be able to engage with the project through public hearings during the design and right of way acquisition processes of the City and Missouri Department of Transportation.

As citizens are able to walk and bicycle more, they reduce their reliance on carbon based fuel powered vehicles, therefore reducing greenhouse gas emissions.

Scope Change: This project would not benefit from being split into multiple phases. However, if it were considered for phasing: The engineering, ROW, and approx. 90% of construction and contingency would be needed in the first phase to construct the traffic signals at Blue Jay/291 intersection and close the Stewart/291 intersection. The sidewalk connection on the east side of M-291 could be pushed back to phase 2. So roughly $900K for phase 1, and $100K for phase 2.

The traffic signal at Blue Jay and SR 291 should have been allowed long before now. The traffic volume in the 291 corridor far exceeds safety levels for someone to turn left onto SR 291 from Blue Jay. MODOT cannot continue allowing growth to occur without traffic safety improvements or enhancements!

There needs to be more safety improvements along 291. Keep the connection between Stewart Road and 291, but make it safer with a light. There should be more pedestrian paths and a light at Blue Jay too.
