PA Project description: Bicycle and pedestrian trail extension From South Wales Street southerly along a tributary of the Little Shoal Creek and connect to the middle school and community center.Trail provides a more natural path to take to destinations. It has more connection to nature as well as shade and more comfortable environment. The trail will provide more shade, and quieter walk rather than next to traveling vehicles and extra noise and concerns. The trail is more of a direct route and will save time to arrive at destinations.

PA Strategies Description: The project will connect pedestrians and bicyclists to existing parks, playgrounds, ball fields, schools, and community center with several neighborhoods. Elimination of vehicular trips through walking and bicycling to activity centers will improve air quality and improve climate resilience.
PA Complete Streets Description: The trail will be designed and constructed to AASHTO bicycle design standards. The facility also will be providing access under South Wales to reduce street crossing impacts,
PA Safety: The project will be designed to include access under South Wales to reduce conflicts between vehicular traffic and bicyclists and pedestrians. Increased use of the trail will reduce the number of vehicular traffic and provide a safer means of travel.
PA Air Quality: This project will encourage the use of walking and bicycling to activity centers from neighborhoods and will provide a conducive environment to doing so. Reducing the number of vehicular trips to get to schools, parks, and shopping destinations improves air quality.
PA Conservation: This project will be constructed within a watershed and will need to be designed to enhance and restore the area. The trail will use metro green design principals to provide native plantings as part of the restoration area.
PA Environment: By constructing the trail in a natural area with existing tree canopy this project will provide transportation connectivity without adding to the urban heat island effect.

G16 Transportation Disadvantaged Population: This project will provide a safe walking and biking trail that increases their mode choice to go to activity centers with minimal crossing of streets and driveways. This project promotes the safety of all users. I also provides a shorter distance than following the street network.
G17 Relevant Public Engagement: The Trails and Greenways Plan was guided by a Staff Advisory Team and developed through a public participation process consisting of community meetings and online information and feedback. The map was then amended to best fit the vision of the community. The draft plan was reviewed by the Parks and Recreation Board, Planning and Zoning Commission and City Council.

G19.1 Describe PSP relationship: This trail connects residential neighborhoods to parks and encourages active transportation. As new neighborhoods are developed trail design and construction are part of the requirements to implement the citys trail and greenway plan. This project will address safe crossing of S. Wales with access under the street as well as improved safety of crosswalk and flashing yield to pedestrian beacons. The trail design is through enhancement of the the greenway, and is part of an overall trail and greenway plan. Maintaining the existing environment is the goal of the plan as well as providing a comfortable environment for the users of the trail by keeping the existing tree cover.

Improved safety for all modes of travel is a goal of planning or creating sustainable places, and the connection of activity centers is a critical aspect of all plans. This trail extension is part of an overall master plan for the city of Liberty.

Many years ago I sometimes walked to/from the middle school along South Wales. This is the most important project Liberty has proposed this year as it reduces cars on the road by inducing demand to visit the community center by walking and bike. This project is worth funding as it reduces the need for expensive road widenings and traffic signals

I live in this area, this would be a great us to the community. The current trails are used all the time and during the 6 feet social distancing the traffic on the trials is packed. The more trails would give more space and opportunity. With two parks a post office, library and school all in the area this is great location for improvements.

This would be a great addition to our trail system and since they are using it to connect to the school and library - it would be a great addition for the children and adults in this area. I am excited to see this come to fruition.

The Westboro/Canterbury connection trail is important for the continuation of Libertys pedestrian friendly movement. The City of Liberty is working hard to add more walkability in the City and this piece would help eliminate a gap in our network!

This appears to be a great idea long overdue. It will help ensure safe access to and from South Wales. I’ve seen too many close calls with pedestrians and traffic when crossing South Wales to access to this trail. Liberty may want to look to incorporate future expansion plans into Withersfield and points south that are being developed.

This could not come at a better time as more people are taking advantage of the outdoors and spending more time in their homes and neighborhoods. This will encourage use of the community center and new library, and provide a further expansion to an already wonderful set of trails within Canterbury!
