PA Strategies Description: Although this location is not mapped on the Planning Corridor and Activity Center map, this intersection links collector and minor arterial used by both commercial farm to market traffic and residential traffic to commercial and work. Congestion created by large semi trucks unable to make turning movements has been documented. It has been reported to city staff through the Harrisonville Cares Coalition that there has been conflicts with flow through this intersection that has impacted school buses. The installation actuated signals along with geometric improvements will have a significant improvement to the flow and safety of both commercial and residential traffic. Improvements to pedestrian traffic is also a key element in this project as this intersection serves as a primary route between residential areas and commercial districts.
PA Complete Streets Description: The conflicts between cars and large commercial carriers at this intersection has also created impediments to pedestrian and bicycle flow. To protect these users, the need for signalized pedestrian crossings would be essential in this project.
PA Safety: Following a fatality between a car and child walking home from school and in an effort to identify traffic conflicts involving school traffic - both vehicular and pedestrian a group of concerned stake holders was formed. This group is the Harrisonville Cares Coalition which meets bimonthly to go over these issues. Members include City staff, police, school administrators, bus company representatives, MoDOT staff, local and state representatives, student organization reps, highway patrol, and MARC. This project was identified by this coalition as significant to safety.
PA Air Quality: Improving the flow through this intersection with fewer congestion will yield improvements to the air quality. Since providing safe routes to walk from homes to commercial districts will encourage more use, this project will seek to provide signalized pedestrian crossings.
PA Conservation: Although there are no identified conservation or watershed green opportunities, there may be abilities to include BMPs during the design phase and these will be considered. One such BMP is Permeable Pavements which reduce stormwater runoff and standing water, reduces peak stormwater flows, and helps reduce the risk of flooding.
PA Environment: This intersection improvement will have no impacts on floods or droughts, but by improvement to flow and avoiding traffic backups should have a positive impact to minimizing urban heat islands.

PA CMT Description: With additional turn lanes on these 2 minor arterials, a greater number of vehicles can pass through the intersection in given amount of time, resulting in a lower level of travel delays and stopped time. The introduction of a traffic signal at this location will: 1. Improve travel time 2. Reduce the number of stops 3. Reduce vehicle-hours traveled 4. Reduce air pollution, fuel consumption and travel time 5. Increase "capacity" of the intersection to handle vehicles and minimize truck-car-school bus conflicts. 6. Provide signals for pedestrians will enhance the safety of walkers including school children on route to the Middle School.

G5 Purpose and need: The purpose of this project is to maximize capacity and decrease delay by allowing a smoother flow of traffic. It will help increase safety through fewer collisions, including those involving freight trucks, pedestrians and bicyclists. This intersection upgrade is needed to increase the visibility of the intersection to allow the driver more time to properly react. Traffic Signals with Audio signals synchronized with visual signals will increase safety for visually impaired residents that have requested intersection safety features. Additional dedicated turning lanes, larger turn radii and improved pedestrian crossing are needed to improve efficiency, safety and capacity.This project promotes general economic development and improves movements of freight and services.

G16 Transportation Disadvantaged Population: This project may positively impact the disadvantaged populations by increasing emphasis on maintaining transportation infrastructure, better management of roadway capacity, and pedestrian crossing safety. The project will help improve access to jobs and business opportunities as it leads through the residential and commercial areas within the city. Disabled and visually impaired residents have made requests for upgraded and safer pedestrian crossing at this Independence St and South St (Route 2) Intersection.
G17 Relevant Public Engagement: The city received a residential complaint that a visually impaired resident does not have safe accessible pedestrian crossing along Route 2. The resident has been in communication with the city that it would pursue upgrading the sidewalk and ramps to ADA compliance, clear overhanging tree limbs and pursue safer pedestrian crossings. This intersection is also a major school bus route, which experiences high volumes of congestion between the hours of 6:00 AM - 9:00 AM and 2:30 PM - 4:40 PM. Improving the turn lanes and widening the radii will lesson congestion.
G18 Planned Public Engagement: South Street and Independence Street needs double-sided sidewalk improvements for safer pedestrian ROW. The city will engage with the public through public council meetings, and advertisement on the local newspaper, social media, and the city website.

G19.1 Describe PSP relationship: This project is located on a Minor Arterial roadway which leads completely across town. This project will improve connectivity to a roads classified as arterial and higher (Project location at South St/Independence St intersection to the West it connects to Commercial St/ Minor Arterial and then to MO-7-N/Interstate, to the east it connects to East State Rt 2/ Minor Arterial that turns into a Major Collector). This project is in route via neighborhoods, schools, churches, restaurants, grocery stores, small business, healthcare facilities, and much more. It serves commercial farm to market freight transportation for access to healthy foods. This project is near an older housing district which includes several remodeled older homes and infill-rehab housing projects.

The engagement of the Cares Coalition addresses the conflicts between school traffic and commercial trucks at this intersection. Yet there are also problems between truck traffic and residential traffic flow as this intersection serves the entire SE quarter of the city. The project will minimize disruption and inconvenience to area travelers, residents, and businesses. This project will improve labor productivity, increase land values, and can create positive spill-overs, including public health, higher energy efficiency, and greater economic development. This intersection is on a primary route to the Harrisonville Middle School track and field which is open to the public for training, exercise, and healthy engagements.

G24 Natural Resource information: During the planning phase of the project the city will consider natural resource conservation and restoration measures including the implementation of permeable pavement which reduces stormwater runoff and standing water in the intersection, it can improve the longevity of the infrastructures. The Harrisonville City South St park is located on the Southwest corner of the intersection. This green open space improves residents physical and psychological health, strengthens our community and makes our city and surrounding neighborhood more attractive to live and work. This park increases the amount of pervious surfaces along the project corridor.The improved pedestrian crossing with signals, and ADA compliant ramps will allow access to the green space for benefits of healthy living.
G25 Community Links at Watershaed Scale: The local park at the southwest corner of the project allows rainwater to infiltrate into the ground. This water conservative green infrastructure incorporated with locally adapted plants reduces the need for irrigation, the habitat vegetated green infrastructure can provide habitat for wildlife, especially birds and insects even at the small scale.

The designated turn lanes and widening of the radii will improve safer travel and connectivity for freight transportation and school buses. MO-Highway 2 (South Street) at Independence St improvements are needed here to promote safe access for those walking in the area. Of particular concern are students who use it for nearby schools and their facilities.

This project would make for a much safer intersection. It is a fairly high traffic zone with foot and bike traffic.
