PA Project description: Tomahawk Creek Parkway between College Boulevard and Roe Avenue. The existing roadway is a four lane divided roadway with roadside ditches and a 5 foot wide sidewalk on the west side of the road. The proposed improvements would consist of adding five foot wide pavement for bike lanes for each direction, sidewalk improvements for ADA and trail connections from the west side of Tomahawk Creek Parkway to the Tomahawk Creek Trail system. The roadway would then receive a 4" Mill and Overlay. There is existing storm sewer and LED street lighting. A roundabout will be constructed at the Town Center Dr and Tomahawk Creek Pkwy intersection.

PA Strategies Description: Activity Centers - This project is adjacent to two activity centers along Tomahawk Creek Parkway that include several retail sites, office and apartments. Complete and Green Streets - With the added bike lanes and installation of two pedestrian crossing we are addressing all users of the street and maintaining the roadside ditch to slow the water runoff from pavement. Tomahawk Creek Parkway will maintain the disconnected storm sewer system with roadside ditches to promote stormwater infiltration and not have a direct connection from the asphalt pavement to concrete pipes. System Preservation - Overlaying and restriping of an existing corridor to maintain the roadway in good repair. Green Infrastructure - Planting of native trees and installation bioswales in the median of Tomahawk Creek Parkway. Trails and Bikeways - The improvement to the pedestrian and cyclist access from the Tomahawk Creek trail system to the Bike Lanes and sidewalks within this corridor will help promote alternate transportation. Data and Technology - The addition of fiber and conduit will connect the signals along Tomahawk Creek Parkway to the Citys fiber network allowing coordination of the signals and traffic management.
PA Complete Streets Description: The current roadway is a high use roadway by cyclists. By providing a 5 foot wide bike lane for each direction this will improve safety of the cyclists. The sidewalk will accommodate more users and be constructed to ADA standards. The roadway will remain with roadside ditches which keeps the stormwater that falls on the pavement from flowing directly in to concrete pipe. The stormwater flows through ditches which slows the speed and helps promote infiltration. Included is a 7" wide ribbon curb at same elevation as roadway to reduce asphalt breaking off and entering waterways.
PA Safety: Infrastructure with a roundabout. Special Users adding bike lanes on a busy roadway. The two new pedestrian crossings will aid pedestrians needing to cross from the office, retail, apartments to Tomahawk and Indian trail systems. Infrastructure - Tomahawk Creek Parkway currently does not have ribbon curbs. This is creating a hazard around horizontal curves as the edge of the pavement is breaking off and people are driving off the roadway. The ribbon curb will protect the edge of the pavement and maintain better pavement edge markings on the horizontal curves.
PA Air Quality: Installing conduit and fiber to the traffic signals along Tomahawk Creek Parkway will aid in traffic flow by coordination and being able to adjust the College & Tomahawk Creek signal as needed when an event occurs on I-435 near this location. Installation of 50 native trees throughout Tomahawk Creek Parkway and the installation of bioswales in several areas in the median of Tomahawk Creek Parkway will improve air quality.
PA Conservation: There are several areas in the median along Tomahawk Creek Parkway that do not have ground cover. With the installation of bioswales and native plants this will reduce the amount of water and silt runoff within these areas.

PA CMT Description: Construction of a roundabout at Town Center Dr and Tomahawk Creek Pkwy Improved Safety of Existing Pedestrian - Sidewalk ramps will be improved to meed ADA. New SIdewalks/BIke Lanes - New sidewalk/bicycle connections from the retail, office and residential developments on the west side of Tomahawk Creek to the Tomahawk/Indian Creek Trail on the east side of Tomahawk Creek Parkway. 5 wide bike lanes will provide safety for cyclists. Traffic Signal Coordination - With the installation of conduit and fiber the City will be able to provide better coordination along the corridor and OGL will be able to monitor the College Blvd intersection and update signal timings if necessary during events on I-435. The City will install two PTZ cameras at each signalized intersections to be able to review traffic congestion as needed.

G16 Transportation Disadvantaged Population: Within 1/4 mile of Tomahawk Creek Parkway is Town Village of Leawood an independent living center for seniors and Sunrise of Leawood with independent living. There is also Tomahawk Creek Condominiums nearby. The proposed improvements with crosswalks will provide better connection for pedestrians and cyclists within those developments along and across Tomahawk Creek Parkway to the park and the metro trails.
G17 Relevant Public Engagement: We have met with a couple of disadvantaged people who were having troubles getting around on the sidewalks. One person was in a wheelchair and reached out to us. I walked with her around 115th St, Town Center, and Tomahawk Creek Parkway. She was discouraged by the lack of pedestrian connectivity across Tomahawk Creek Parkway. A person with vision impairment has reached out to PW on several occasions to discuss improvements he would like to see to the sidewalks and trails along Tomahawk Creek Pkwy. Residents in the condominiums and offices have also requested bike and pedestrian improvements along this corridor through emails and voicemails.
G18 Planned Public Engagement: The City plans to hold a public meeting when the pandemic is over. At this time the City will contact the adjacent land owners of the proposed improvements, provide flyers with Leawood contact information so the public may provide input.
